Job description

The Disability Resource Management (DRM) Manager/Manager III of the Social Security Administration (SSA) Texas Disability Determination Services (DDS) facility is selected by and accountable to the SSA Disability Resource Management (DRM) Senior Director with the approval of the DDS Administrator.ย  The Manager manages highly complex financial obligations, reports, programs and staff, and must analyze and maintain continuity of business operations within the assigned department. Works under limited supervision with broad latitude for the use of initiative and independent judgment.


Work involves managing the activities of accounting and finance staff including, establishing goals and objectives, developing guidelines, procedures, schedules, priorities, and standards for achieving those goals; and coordinating and evaluating accounting staff activities in accordance with established agency norms.ย 


The DRM Manager oversees state and federal financial systems and monitors for compliance with federal/state regulations. The DRM Manager acts as subject matter expert for the Texas DDS, working with internal staff and managers, and interfaces with Health & Human Services (HHS), Social Security Administration (SSA), Office of Management & Budget (OMB), Comptroller, human resources, payroll, purchasing, budget, and audit.

Provides project management relating to specific areas as assigned by the Senior Director.ย 

Provides mentoring, coaching and leadership to assigned staff.

The managerโ€™s work involves recommending new or revised rules and regulations; coordinating activities; developing and evaluating budget requests; managing a departmental budget; performing management and oversight of contracts with vendors; and representing the agency at state or agency meetings, conferences, committees, or workgroups.ย 

The position requires working in a highly stressful and fast-paced environment, with constant pressure and need to meet timed deadlines. Performs other duties as required to maintain operations.ย 

Some travel may be required. This position occasionally requires work during the weekends, holidays, and before or after normal business hours.

DDS employees perform all business functions for SSA, using the federal SSA network and equipment. Homeland Security Presidential Directive (HSPD)-12 security clearance is required.

Job Functions:

  • Manages and maintains oversight of the department responsible for highly complex state and federal multi-million-dollar budget. Develops, Manages, and evaluates budget requests and revisions; authorizes fund expenditures within budget parameters and in compliance with Federal and State regulations.ย  Prepares clear, concise, and accurate financial reports and schedules.ย  Establishes staff and program goals and objectives and develops schedules, priorities, and standards to achieve them.
  • Plans, assigns, monitors, and supervises the work of personnel, including selection, retention, evaluation, mentoring and training.ย  Manages multiple ongoing projects, prioritizing work, and meeting deadlines. Identifies and assesses interdepartmental operational issues; develops and implements or recommends solutions to complex problems.
  • Establishes standards for customer focused communication and coordination within areas of responsibility and with all internal associates and customers.ย  Communication must be clear, concise, professional, and well researched.ย  Communicates concise and timely solutions to agency budget and accounting issues that overlap both state and federal processes.ย  Prepares and analyzes time sensitive and confidential agency communications for broad audiences.ย  Establishes goals, objectives and develops tools to routinely communicate and measure unit progress.ย  Must be able to address diverse audience at an executive level with minimal prep time.
  • Management, administration, and implementation of automated financial systems, including Centralized Accounting and Payroll/Personnel System (CAPPS), Uniform Statewide Accounting System (USAS), and Texas Identification Number System (TINS).ย  Management and administration of daily operations of the CAPPS, USAS and TINS systems providing technical clarify and solutions to failed transactions and other fiscal issues that impact the Disability Determination Services (DDS) budget. Manages accountant assignments, payment status inquiries and reporting.ย  Develops, reviews, and implements Comptroller rules and guidelines. Responsible for monitoring and updating relevant Texas Administrative Code and Social Security Administration (SSA) Office of Management and Budget directives. Setting up requisitions, approving purchase orders, auditing contracts and communication with the State Comptrollerโ€™s office to address day-to-day anomalies within budget and accounting.
  • Conducts or reviews and analyzes program area statistical reports, performance analyses, research studies, and special investigations to identify trends and ensure agency goals are met and to address program area issues involving deficient or noncompliant performance.ย 
  • Develops and implements guidelines, procedures, policies, and standards to ensure compliance with Federal disability laws and statues and with SSA, state, local and agency regulations, policies, and procedures.
  • Represents program area as a subject matter expert at meetings and conferences and on panels and committees within the agency and at the local, state, and national level.

Minimum Qualifications:

  • Two yearsโ€™ experience in the management of a business function, division or department relevant to the assignment.ย 
  • Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.ย  Experience and education may be substituted for one another.
  • Experience in maintaining a State or Federal annual operating budget within State or Federal guidelines
  • Employment stability in applicantโ€™s work history as demonstrated on the application.


Registrations, Licensure Requirements or Certifications:

  • CPA preferred
