Overview

The Manager of Web Applications Development is responsible for managing concurrent web and desktop development initiatives, including project level resource assignments, time estimates, and project planning details. The manager works with the Director of Web Application Development to prioritize projects, define and establish policies and procedures designed to ensure consistently high quality deliverables and high IT service performance. Lead development team through the Project and SDLC life cycles, from concept design to launch to maintenance, utilizing version control, bug tracking, and related change control processes. The Manager will also work closely with the other key stakeholders in the organization to coordinate projects and support maintenance of systems and processes.

Responsibilities
  • Manage a team of developers -- manage resources, assignments, priorities and tasks
  • Assigns work to staff and supports them in analysis, design, Development and Testing.
  • Oversees the development, implementation and execution of assigned software development projects using IT SDLC processes.
  • Designs, develops, maintains and supports web based applications and other development projects as appropriate.
  • Develops intelligent applications to automate processes and to increase efficiency and productivity.
  • Hands-on development of both front-end and back-end Using latest technologies.
  • Translate complex business and functional requirements into technical designs and solutions.
  • Take ownership of maintaining production support of web applications and IT Web application service delivery.
  • Promote the SDLC processes including comprehensive code reviews, DevOps, and release management.
  • Work with Director of Web Applications Development to specify systems, processes, and methodologies to ensure effective monitoring, control, and support of service delivery.
  • Creates and maintains functional and technical documentation.
  • Develops and maintains in-depth knowledge of the Claims Core System.
  • Develops and maintains in-depth understanding of latest technologies that include C#, ASP.NET, MVC, SQL Server, Oracle, and JQuery.
  • Provides feedback to staff regarding performance and complete annual reviews on-time.
SECONDARY DUTIES AND RESPONSIBILITIES
  • Researches trends in web application development and system integrations. Recommends strategies which support the company's strategic plans.
  • Participates in special projects and assignments as needed.
  • Provides expert guidance to the user community.
Qualifications

Education and Experience

Bachelor's degree in Computer Science or related field; Seven plus (7+) years of software design, development, and QA experience; 2-5 years of managing software development projects. 5-7 years of experience in database development using SQL Server and Oracle database servers.

Special Skills, Licenses and Certifications

In-depth understanding of latest technologies that include C#, ASP.NET, MVC, SQL Server, Oracle, and JQuery. Significant knowledge of Healthcare is a plus. Valid California driver's license and proof of current automobile insurance compliant with PHC policy are required to operate a vehicle and travel for company business.

Performance Based Competencies

Ability to quickly acquire in-depth knowledge of new systems and software configurations; strong written and oral communication skills; excellent analytical skills; good client relationship skills.

Work Environment And Physical Demands

Most work time is spent in front of a computer monitor. May also be required to bend, stoop, kneel, or crawl.

$141,067.17 - $183,387.32
