Job Summary and Qualifications
The Senior Compliance Analyst supports the Workforce Development Center of Excellence (WFD COE) by developing and maintaining policies and procedures for program operations and grant compliance with federal, state, and local regulations.
Works collaboratively with the WFD COE team, HCA functional areas, and legal counsel to identify and escalate potential compliance issues pertaining to workforce grants, contracts, and MOUs. Serves as the WFD COE’s legal liaison and manages all quality assurance and execution of awarded funding as part of the centralized process. Also surveys the landscape enterprise-wide for workforce grant opportunities.
Major Responsibilities:
- Develop and maintain policies and procedures to ensure grant compliance with federal, state, and local regulations
- Works collaboratively with the WFD COE team, HCA functional areas, and legal counsel to identify and escalate potential compliance issues
- Conduct initial review of grant requirements and contract obligations before escalating to legal
- Review and maintain knowledge of current programming to ensure alignment with grant eligibility requirements, allowable costs, and funding priorities.
- Serve as the WFD COE’s legal liaison on all matters as it pertains to the department’s business objectives
- Manage quality assurance of awarded funding as part of the centralized process
- Partner with field leadership for grant lifecycle management such as documentation requirements and reporting obligations from pre-award planning through post-award closeout.
- Maintain centralized grant, contract, and MOU files
- Support program operations as needed
- Research, identify, and aid in the application of federal, state, and local grants for workforce development.
- Coordinate proposed amendments to the grant documents or contracts
- Strong organization skills and proactively prioritize needs
- Ability to collaborate and establish credibility and trust with internal and external partners such as vendors, corporate, and field leadership across a multi-state footprint
- Problem solves independently and engages stakeholders appropriately
Education & Experience:
- Bachelor's degree required
- Master's degree preferred
- 3+ years of experience in a related field required
- 1+ year(s) of experience in grant and/or contract experience preferred
- 1+ year(s) of experience in Salesforce preferred
