ABOUT THE AGENCY

JOB SUMMARY
This position will assist the Vice President - Rolling Stock in leading the strategic plan and development of all maintenance programs, ensuring alignment with organizational and regulatory requirements within the Maintenance of Equipment Department (MofE) in a safe and effective manner. The Assistant Vice President -Planning & Quality (AVP) will be responsible for the development of long-range, strategic plans for maintenance
and upgrades of rolling stock fleet and facilities and oversight of all quality assurance and compliance processes. Responsibilities include the forecasting of fleet and facility needs and the development of comprehensive maintenance planning and production schedules to support the rolling stock operation. This position will oversee
the planning and execution of support shop expansion aligned with rolling stock operational needs. The AVP -Planning & Quality shall be responsible for the development and execution of Quality Assurance & Compliance processes in support of operations.

DUTIES AND RESPONSIBILITIES
  • Responsible for the development of comprehensive maintenance planning and production schedules to ensure that all Metro-North owned rolling stock fleet and facility maintenance, repair, and upgrades are completed in accordance with all Federal regulations and industry standards.
  • Lead the development of long-range, strategic plans for maintenance and upgrades of the rolling stock fleet and facilities aligned to service needs, including but not limited to fleet maintenance, fleet composition, yard and maintenance facility requirements.
  • Lead the continuous refinement of multi-year and annual preventive and corrective maintenance programs.
  • Develop and manage comprehensive fleet and facility maintenance schedules in coordination with operations and engineering groups.
  • Develop and execute a comprehensive support shop strategy for overhaul and repairing components in support of the rolling stock fleet.
  • Lead continuous improvement of maintenance practices and fleet reliability by instituting quality assurance and compliance processes. Oversee the development of key performance indicators (KPI's) aligned with industry established Quality Assurance and Quality Control processes and execute process changes aligned to the established KPIs.
  • Provide key input from long-range planning and forecasting in the development of the annual budget submission and ensure that the MofE department operates within the established budget by designing and instituting the necessary internal processes, protocols and controls. Promote and enforce safe practices for working on or about rolling stock, buildings, yards and other facilities which are used by Maintenance of equipment Department personnel.
  • Foster a climate of collaboration, problem solving and teamwork for all stakeholders that support corporate long-range goals and departmental initiatives, create synergy and enhance employee development.
  • Select, develop and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

KNOWLEDGE, SKILLS AND ABILITIES
  • Thorough understanding of industry rolling stock maintenance practices and federal regulations with a focus on commuter rail fleet types and facilities.
  • Demonstrate leadership skills to motivate and foster teamwork within the department and with other stakeholders.
  • Excellent leadership skills in the areas of project management, root cause analysis, forecasting, planning and quality assurance and compliance.
  • Proven record in developing a new organizational capability and implementing organization change with strong judgment, problem solving, and decision - making skills.
  • Strong knowledge of FRA and OSHA regulations.
  • Strong analytical skills with the ability to analyze complex projects and deliver quick and effective decisions.
  • Strong leadership skills with the ability to foster teamwork and direct interaction of the workforce.

REQUIRED EDUCATION AND EXPERIENCE
  1. Bachelor's Degree in Arts/Sciences (BA/BS) in Engineering, Science, Business Management and/or Industrial Management or related field. Demonstrated equivalent experience and/or education may be considered in lieu of degree to include four (4) years of experience.
  2. Minimum twelve (12) years of progressively more complex general management experience in rolling stock, and/or fleet maintenance including facility maintenance planning in a transportation environment.
  3. Minimum ten (10) years of experience managing a diverse group of employees at various levels
 
The following is/are preferred: Minimum one (1) year experience in public or private transportation agencies, transit systems, or logistic networks.

OTHER INFORMATION
  • Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the "Commission").
  • Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
  • Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
