Duties: - Coordinates efforts to develop and implement program performance measures based on emerging priorities; new or revised legislation; process changes or improvements; innovation or discontinuous change; and organizational decisions.
- Provides governance and operations oversight for enterprise-wide healthcare payment and medical claim integrity operations, including development, implementation, and maintenance of payment guidelines, billing guidelines, procedures, and related operational guidance.
- Plans, organizes, and completes program segment plans, operational analyses, data collection, and legislative responses.
- Oversees healthcare payment and medical claim integrity control activities to strengthen reimbursement accuracy, prevent improper payments, identify noncompliance or unsatisfactory trends, and improve the effectiveness and efficiency of enterprise-wide payment operations.
- Conducts market research, management surveys, research projects, and advisory services on issues of substantial scope and impact throughout the organization.
- Plans, schedules, and carries out major projects, internal reviews, and program evaluations to assess, improve, and ensure compliance of programs and operations with national impact.
- Collaborates with clinical, policy, financial, operational, contractor, and other internal and external stakeholders to assess program needs, align clinical policies with payment guidelines, resolve reimbursement gaps, and strengthen healthcare payment integrity across community care programs.
- Works with Program Office external stakeholders/organizations, including contractors, private-sector health care providers, and trade organizations, to assess needs and provide project goals, objectives, and guidelines.
- Administratively manages quality, resource, financial, training, and performance evaluation activities in accordance with applicable policies, principles, and operational priorities that support health care administration strategic goals and objectives.
- Creates, facilitates, prioritizes, and negotiates resolution of operational issues with VHA leaders and private-sector health care providers/networks. Resolutions may include contract modification requirements for Agency-wide initiatives while considering differing organizational and stakeholder needs, requirements, and guidelines.
- Leads payment modeling, reimbursement analyses, financial impact assessments, KPI reporting, and ad-hoc Agency data/report integration to evaluate program impacts, optimize reimbursement methodologies, and inform executive decision-making.
- Develops procedures for establishing, operating, and assessing administrative controls and line program operations; oversees audits, inspections, internal control reviews, findings, and corrective actions.
- Works in an operation in which work processes and procedures vary constantly because of the impact of changing technology, creating a requirement for extensive training and guidance of the subordinate staff.
- Provides administrative and technical supervision necessary for accomplishing the work of the unit directed; exercises significant responsibilities in dealing with managers of other units and organizations.
Work Schedule: Monday- Friday 8:00 a.m.- 4:30 p.m. (Flexible)

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/17/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Oversaw and provided strategic direction for enterprise-wide healthcare payment and medical claim integrity, reimbursement oversight, and operational activities supporting Veterans, beneficiaries, providers, and healthcare facilities.
- Provided leadership, guidance, and coordination to managers, supervisors, and program teams to ensure alignment with mission objectives and consistent operational execution.
- Applied advanced qualitative and quantitative analytical methodologies to assess program performance and identify opportunities for improvement.
- Provided data-driven recommendations that influenced agency policy, healthcare operations, and executive-level decision-making.
- Presented complex findings and recommendations to senior leadership, congressional staff, and other high-visibility audiences.
