JOB OVERVIEW

The Vice-President, Compliance is a senior executive responsible for developing, leading, and continuously improving MOTER’s enterprise-wide corporate and insurance compliance program.


This role serves as the organization's primary leader for compliance matters including policy development and reporting requirements associated with the company’s majority shareholder, MS&AD Insurance Group Holdings, the top non-life insurance group in Japan. The Vice-President, Compliance will also serve as the subject-matter expert on U.S. insurance regulatory requirements applicable to MOTER's MGA operations, including licensing, underwriting, product development, claims, producer management, privacy, data use, consumer protection, market conduct, and regulatory reporting.


The Vice-President, Compliance will work closely with executive leadership, Underwriting, Claims, Product, Engineering, Data Privacy, Finance, Operations, and external legal counsel and carrier partners, to ensure that the company's products, processes, technology, and business practices comply with applicable federal and state requirements.


This role reports to the Chief Financial Officer, with a dotted-line relationship to the President & Chief Insurance Officer.


ESSENTIAL FUNCTIONS
  • Develop, implement, and oversee MOTER’s enterprise-wide insurance compliance program, policies, controls, and governance. 
  • Serve as the primary subject-matter expert on federal and state insurance regulatory requirements applicable to MOTER’s MGA operations. 
  • Monitor regulatory developments and advise executive leadership on compliance risks, requirements, and business implications. 
  • Partner with Underwriting, Claims, Product, Engineering, Data Privacy, Finance, Operations, and external counsel, and carrier partners to ensure compliant products, processes, technology, and business practices.
  • Oversee insurance licensing, underwriting, claims, product, producer, market conduct, consumer protection, privacy, data use, and regulatory reporting compliance. 
  • Lead regulatory examinations, audits, inquiries, and remediation activities with state Departments of Insurance and other regulators. 
  • Establish and oversee compliance monitoring, testing, reporting, and training programs. 
  • Oversee company contract compliance and management, including monitoring contractual obligations, compliance requirements, renewals, and related controls.
  • Provide internal and external audit support to essential business functions, including coordinating audit activities, responding to information requests, reviewing findings, and overseeing remediation and corrective actions.
  • Manage compliance obligations and relationships with carrier partners, including delegated underwriting authority requirements. 
  • Provide regular risk compliance reporting and recommendations to executive leadership. 
  • Build and scale the compliance function to support MOTER’s continued growth, innovation, and evolving regulatory requirements.
  • Perform other duties and responsibilities as assigned.


QUALIFICATIONS

Required

  • Bachelor's degree in business, finance, insurance, risk management, or a related field.
  • 10+ years of progressive experience in insurance compliance within the property and casualty (P&C) industry.
  • In-depth knowledge of insurance regulations, including state insurance laws and regulations, NAIC standards, and applicable federal requirements.
  • Significant experience with U.S. insurance regulatory requirements and working with state Departments of Insurance (DOIs).
  • Demonstrated experience supporting an MGA, insurance carrier, broker, insurtech, or other regulated insurance organization.
  • Strong knowledge of insurance regulatory requirements related to underwriting, claims, licensing, market conduct, producer management, product development, and consumer protection.
  • Exceptional communication and presentation skills, with the ability to engage effectively with senior leadership, regulators, carrier partners, and employees.
  • Strong understanding of insurance technology, data-driven insurance models, and technology-enabled insurance operations.
  • Strong communication and interpersonal skills, with the ability to effectively collaborate with the majority shareholder’s compliance team in Japan.

Preferred

  • Experience with commercial auto, fleet, mobility, telematics, usage-based insurance, or other technology-enabled insurance products.
  • Experience with AI, predictive analytics, automated underwriting, and other data-driven insurance technologies.
  • Proven ability to build, implement, and scale compliance programs in a high-growth Insurtech or startup environment.
  • Experience managing carrier relationships and compliance requirements associated with delegated underwriting authority.


OFFICE LOCATION
  • Torrance, CA - Hybrid (Tuesday and Thursday in office)
  • Remote options may be available for candidates living outside the LA Metro teleworking area.

DEGREE OF TRAVEL
  • 15-20%


COMPENSATION
  • For California based hires, the annual salary range is $175,000-$200,000/year depending on experience.
  • This is an exempt position.
