Description
Vacancy is in the Office of the Chief Operating Officer. Under general supervision, provides budgetary and administrative staff assistance to the Director of Management, Budget and Grants by performing the complex professional work necessary to conduct the City's operating programs within a management control framework, including budgetary and organizational analysis, program performance and budgetary monitoring, legal and administrative contract compliance and the formulation of procedures which implement program goals and objectives. Assists in establishing the format and procedures by which the Mayor's budget is submitted annually to Council; Interprets budget directives for assigned department heads; analyzes their annual budget submissions and justifications and conducts on-going reviews in the control of assigned departments adopted operating budgets and programs; Conducts studies to determine needed changes in organizational and staffing patterns leading to more effective departmental management; Performs and takes the lead in a variety of research projects, including determinations of the financial impact of proposals made in the negotiating process; Monitors the performance of programs operated by City departments and through third party contracts and provides feedback and recommended improvements to department heads and the Mayor or designee concerning the programs progress; Provides financial and programmatic assistance to City departments and third-party contractors operating City programs.

Knowledge, Skills & Abilities
The examination process will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:
Knowledge of:
  • The principles and practices of public administration as it relates to the management of state and local governments;
  • Progressive public budgetary, financial and administrative methods and procedures;
  • City and State laws as they pertain to the powers and practices of the City.

Ability to:
  • Analyze administrative systems and practices, to identify difficult organizational problems, and to recommend practical solutions;
  • Communicate effectively orally and in writing;
  • Establish and maintain effective working relationships with municipal officials, department heads, employees, and the general public.

Physical Demands and Working Conditions: Work is performed primarily in an office environment with some travel to different sites. Incumbent may be required to work a flexible schedule including evenings and weekends.
Qualifications
Open to all qualified applicants who meet the following qualifications:
Bachelor's degree from an accredited four-year college or university with major coursework in public administration, business administration, economics, project management, finance or a closely related field, AND one (1) year of experience in budgetary and administrative analysis. Municipal experience preferred.
A Master's degree in public administration from an accredited college or university may be substituted for part of the experience requirement.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will serve 3- 12 months of probation. This examination and employment process is subject to all federal, state, and municipal laws, rules, and regulations.
