Job Description: We are seeking an experienced Business Analyst/Tester to support the National Accuracy Clearinghouse (NAC) onboarding and RFMS upgrade initiatives for OTDA. The ideal candidate will work closely with business users, stakeholders, and technical teams to gather requirements, design functional solutions, support testing activities, and ensure successful project delivery within a large-scale government environment.

Key responsibilities include:

  • Eliciting, analyzing, and documenting business and system requirements
  • Developing business cases, fit-gap analyses, process flows, and functional specifications
  • Creating use case diagrams, activity diagrams, and GUI designs using UML and Microsoft Visio
  • Conducting Joint Application Development (JAD) sessions with business and technical teams
  • Supporting system testing activities including UAT, test planning, test scripts, and defect tracking using Azure DevOps/TFS
  • Validating system solutions to ensure alignment with business requirements and project objectives
  • Assisting with project planning, requirement prioritization, and impact analysis
  • Collaborating with stakeholders to resolve design and implementation issues
  • Mentoring junior Business Analysts and supporting knowledge transfer activities
  • Supporting social service program initiatives including Food Stamps, Medicaid, HEAP, TANF, and Housing systems


Required Experience:

  • 7+ years of experience in business requirements analysis and documentation
  • 7+ years of experience with UML diagrams, use cases, and Microsoft Visio
  • 7+ years of experience designing GUI solutions for large-scale enterprise systems
  • 7+ years of experience facilitating JAD sessions and presenting system documentation
  • 7+ years of experience with Azure DevOps/TFS for testing, defect tracking, and UAT
  • 7+ years of experience working independently and mentoring team members
  • 4+ years of experience supporting social service program systems
  • Bachelors Degree required
