Position Summary:
This role provides on-site Local TSM Administrator support for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Program Office at the Austal USA shipyard in Mobile, Alabama. The TSM Administrator manages ship-construction deficiency records in the Government's Technical Support Management (TSM) system, supports trial events (dock trials, builder's trials, acceptance trials), maintains the deployable ETC database, and supports trial card screening sessions and trial card report development. The position is responsible for maintaining individual Security+ certification and ensuring all supporting equipment complies with Authorization to Operate (ATO) rules and regulations.
Responsibilities:
โข Serve as the Local TSM Administrator for the OPC Program Office, managing deficiency records throughout ship construction, trials, and delivery
โข Maintain configuration control of the TSM system in coordination with Navy partners
โข Support trial events โ dock trials, builder's trials, acceptance trials โ including the deployable ETC database and trial card screening sessions
โข Develop trial card reports and provide configuration control of associated documentation
โข Maintain Security+ certification in accordance with the recertification requirements of the certifying authority
โข Ensure all equipment required to support trials is compliant with Authorization to Operate (ATO) rules and regulations
โข Coordinate with Navy and USCG technical staff during TSM software upgrades and system testing
โข Track and report deficiency record status, trends, and resolution timelines to the Project Manager and COR
โข Attend program meetings related to TSM activities; prepare status briefings and reports
โข Performs other related duties as assigned
Requirements:
Required Qualifications:
โข **Active Secret-level security clearance required**
โข Bachelor's Degree from an accredited institution; OR a minimum of six (6) years of relevant experience may substitute for the bachelor's degree
โข At least six (6) years of relevant experience
โข Active CompTIA Security+ certification โ required (must be maintained throughout the period of performance)
โข Proficient in the use of the Government TSM system and the ETC tool
โข Expertise in the Microsoft Office suite (Word, Excel, PowerPoint, Outlook)
โข Knowledge of ship construction deficiency records management processes
โข Ability to read, write, speak, and understand English; strong written and verbal communication skills
Preferred Qualifications:
โข Prior experience as a TSM administrator on a Navy or USCG shipbuilding program
โข Experience supporting acceptance trials, builder's trials, or sea trials
โข Familiarity with USCG OPC, NSC, or similar acquisition programs
โข Additional DoD 8570 / 8140 IAT certifications
โข Experience with Authorization to Operate (ATO) / Risk Management Framework (RMF) processes

โข U.S. citizenship required
โข Must obtain a DHS Common Access Card (CAC)
โข Must execute DHS Non-Disclosure Agreement (DHS Form 11000-6) as a condition of employment
โข Position requires moderate walking and movement through an active shipyard and OPCs under construction
โข Work is performed on-site at the OPC Program Office in Mobile, AL
