St. Patrick Center provides opportunities for self-sufficiency and dignity to people who are homeless or at risk of becoming homeless. Working collaboratively with individuals, businesses, government and other service providers, St. Patrick Center will end chronic homelessness in the St. Louis region through Housing First, an evidence-based practice that tells us to remove barriers, do intake and assessment early, move people into housing and offer them support to achieve their goals. 

Job Summary

St. Patrick Center, a ministry of Catholic Charities of the Archdiocese of St. Louis, is seeking a Program Manager to provide daily operational leadership for Rosati Place, ensuring smooth and effective program functioning. This role is responsible for maintaining appropriate staffing coverage, supporting staff performance, fostering resident engagement, ensuring building safety, and maintaining accurate documentation. The Program Manager also responds to real-time crises and helps uphold housing, safety, and engagement standards.  Working under the direction of the Program Director, the Program Manager implements established clinical guidance and supports program compliance through monitoring, coordination, and communication with both the Program Director and RN. While this role does not oversee primary clinical services or program design, it plays a critical role in ensuring day-to-day operational and clinical compliance.  The core working hours for this position are Monday through Friday 8am until 4:30pm.

Overview and Responsibilities
  • Resident Engagement & Daily Operations - Maintain therapeutic relationships with residents; oversee daily engagement activities; respond to resident needs and behavioral concerns; and coordinate with clinicians, case managers, and external agencies to support resident stability.
  • Staffing, Scheduling & Supervision - Ensure daily staffing coverage, manage schedules and timekeeping, and provide direct supervision, coaching, onboarding, and performance feedback to Engagement Staff, and Cook; lead or co‑lead regular staff meetings.
  • Responsible for ensuring adequate staffing coverage for assigned programs, including providing direct shift coverage when coverage cannot be met through existing staff.
  • Crisis Response & Safety Oversight - Respond to crises, emergencies, and on‑site issues during assigned coverage by implementing approved de‑escalation and safety interventions and escalating clinical or regulatory concerns to the Program Director or RN as required.
  • Operational Compliance & Documentation - Maintain accurate, audit‑ready documentation and required operational reports; track staff certifications and training renewals; and ensure environment‑of‑care practices (e.g., fire drills, safety logs) are completed and coordinated in compliance with regulatory standards.
  • Medication & Clinical Process Support - Work collaboratively with the RN to support medication monitoring processes, MAR accuracy, and staff adherence to medication procedures, escalating discrepancies per protocol.
  • Other duties as assigned.
Knowledge and Experience Requirements
  • Bachelor’s degree in a related field or 4-6 years equivalent professional experience required.
  • Minimum of one-year supervisory experience required.
  • Med Tech Aide Level I certification required.
  • CPR/First Aid/AED certification required.
  • Annual TB screening required.
Skills and Competencies Required
  • Demonstrates strong organizational, time‑management, and decision‑making skills by prioritizing daily operations, maintaining staffing coverage, and meeting required deadlines in a fast‑paced residential environment.
  • Demonstrates reliability, attention to detail, and solid computer skills by accurately completing schedules, timekeeping, logs, reports, and required documentation within established timeframes.
  • Responds effectively to crisis situations by utilizing approved de‑escalation techniques, exercising sound judgment within scope of role, and making timely leadership decisions in accordance with program policies.
  • Supports resident care and medication‑related processes by reinforcing Housing First engagement practices, reviewing case notes and engagement documentation for accuracy, and identifying and escalating medication concerns to the RN or Program Director.
  • Maintains compliance with agency policies, safety standards, and regulatory requirements by adhering to personnel expectations, building security protocols, and maintaining required certifications and waived testing.
