V2X is seeking an experienced Transition Program Manager to lead the transition of a newly awarded program from the incumbent contractor to V2X. This role is critical to ensuring a seamless, on-time, and compliant transition that protects mission continuity for our  customer. The Transition Program Manager will be responsible for planning, coordinating, and executing all transition-related activities across operations, facilities, HR, IT, security, supply chain, finance, and contracts in alignment with contract requirements and V2X processes.


Responsibilities

Transition Leadership & Planning

  • Lead the overall transition effort from contract award through full operational handover and steady-state.
  • Develop, maintain, and execute the integrated Transition Plan, schedule, and risk management plan in accordance with contract requirements and V2X standards.
  • Establish and manage a transition Integrated Product Team (IPT), defining roles, responsibilities, and communication channels.
  • Coordinate with the incumbent contractor, the customer, and internal V2X stakeholders to ensure an orderly transfer of responsibilities, assets, data, and knowledge.

Customer & Stakeholder Engagement

  • Serve as the primary point of contact for the customer on all transition-related matters.
  • Conduct regular transition status reviews and briefings with the customer, V2X leadership, and key stakeholders.
  • Proactively identify and address customer concerns, ensuring mission continuity and compliance with all performance and reporting requirements.

Operational & Technical Transition

  • Oversee the stand-up of operational processes, systems, and support structures required to meet contract performance objectives.
  • Coordinate the transfer or establishment of facilities, equipment, IT networks, tools, and mission systems in collaboration with functional leads (IT, Security, Facilities, Supply Chain, etc.).
  • Ensure proper documentation, configuration management, and knowledge transfer from the incumbent to V2X.
  • Monitor readiness metrics and validate that people, processes, and tools are in place and tested before assuming full performance.

Workforce Transition & HR Coordination

  • Partner with HR, recruiting, and operations leadership to develop and execute the staffing and incumbent capture strategy.
  • Lead efforts to identify, interview, and onboard incumbent personnel and new hires in compliance with contract, labor, union, and regulatory requirements.
  • Support workforce communications, change management, and retention initiatives to minimize disruption and maintain continuity of expertise.

Financial, Contractual, and Compliance Management

  • Work closely with Contracts, Finance, and Subcontracts to ensure all transition activities align with contract terms, funding profiles, and proposal commitments.
  • Track transition budgets, expenditures, and cost performance; report status and variances to program and finance leadership.
  • Ensure all transition activities comply with DoW requirements, security regulations, export controls, and V2X policies and procedures.
  • Support the implementation of quality, safety, and security frameworks necessary for program execution.

Risk, Issues, and Performance Management

  • Identify, assess, and prioritize transition risks and issues; develop and implement mitigation and contingency plans.
  • Maintain and report transition performance metrics (schedule, cost, staffing, readiness, and quality).
  • Drive timely resolution of issues that may affect schedule, budget, or mission performance and escalate as needed.

Handover to Steady-State Operations

  • Ensure a controlled handoff to the steady-state Program Manager and operations team with clear documentation, baseline performance metrics, and lessons learned.
  • Support initial phases of steady-state performance as needed to stabilize operations and reinforce customer confidence

Qualifications

Required:

  • Bachelor’s degree in Business, Engineering, Management, or related field; or equivalent combination of education and experience.
  • 10+ years of program or project management experience, preferably within defense, government, or national security environments.
  • Demonstrated experience leading complex transitions, stand-ups, or changeovers of large programs or operations.
  • Proven ability to interact effectively with U.S. government customers, incumbent contractors, and internal senior leadership.
  • Strong understanding of program management disciplines, including schedule management, risk management, financial management, and contract compliance.
  • Excellent communication, negotiation, and presentation skills, with the ability to convey complex information clearly and concisely.
  • Ability to obtain and maintain a Top Secret security clearance and be adjudicated for SCI access with Polygraph, if not already held.

Preferred:

  • Master’s degree in Business Administration, Program Management, or related discipline.
  • PMP, PgMP, PMI-ACP, or equivalent project/program management certification.
  • Professional Engineering or Facilities Management
  • Prior experience transitioning or managing NGA or other U.S. government service contracts, particularly in facilities, base operations, logistics, aerospace, training, or mission support.
  • Experience with EVMS, integrated master scheduling (IMS), and formal risk management tools.
  • Familiarity with FAR/DFARS and government contracting practices.
  • Prior experience working with or for V2X or similar large defense/mission support contractors.
  • Knowledge of:
    • Base Operations Support (BOS) and/or
    • Life Support Services (LSS) and/or
    • Facilities Operations & Maintenance and/or
    • Collective bargaining agreement (CBA) to Service Contract Act (SCA) contracts and/or
    • Service Contract Act (SCA) and/or
    • Government Property Management and/or
    • Quality Management Systems and/or
    • OSHA and Environmental Compliance
