Description
The purpose of this position is to assist the Town Engineer in providing professional engineering services of the Town through review of private developments, design of small public works projects, supervision of contractors designing and implementing large capital projects, implementation of storm water management programs, and overseeing the wetlands process and Traffic Calming Program.
Essential Job Functions:

  • Plans, administers, and evaluates municipal infrastructure and civil engineering related construction and consulting projects.
  • Plans and performs activities associated with the Town's compliance with applicable regulatory permits, e.g. storm water and construction.
  • Issues permits for work within the Town highway right-of-way, including street excavation, driveway and storm sewer connection permits.
  • Performs surveying, engineering consultation and preparation of working drawings to be constructed by Public Works Department personnel or contractors.
  • Reviews plans, drainage calculations, traffic studies, geotechnical reports and other technical data submitted by developers of subdivisions and other private development projects for conformance with Town standards and good engineering practices.
  • Inspects the construction of public improvements by private developers to ensure compliance with approved Site Plans and Erosion and Sediment Control plans.
  • Provides construction oversight engineering services for projects, including supervision of engineering, surveying and other professional consultants working for the Town.
  • Designs and prepares plans, specifications, and bid documents for infrastructure and civil engineering projects.
  • Conducts research, engineering related investigations, studies, and designs, and reviews the same. Prepares, reviews, and presents summaries, reports, and other documents relating to essential job functions.
  • Represents the Town at various Town, regional and state agencies, and various community and other relevant meetings and events, which may include night meetings and events.
  • Provides assistance to the public concerning questions, concerns, complaints, and other relevant issues, as well as assistance in locating maps, plans, and other file information.
  • Provides input to the Town Engineer for capital improvements to town infrastructure such as roads and storm drainage systems
  • Assists the Town Engineer in the development of division budgets and planning.
  • Provides engineering support to other Town departments and agencies.
  • May direct or work cooperatively with co-workers or consultants in performance of the job or similar duties.
  • Performs functions of Town Engineer in his/her absence, e.g. attending Town Meetings and Town Manager's staff meeting to provide reports on projects.
Other Functions:
  • Assists in the review, issuance, and enforcement of division permitting activities.
  • Assists in the application review and other support for Town land use agencies.
  • Performs similar or related work as required, directed, or as situation dictates.

Minimum Qualifications
A bachelor's degree in civil or construction engineering, construction management or related degree from an accredited college or university, plus at least two (2) years of progressively responsible engineering experience related to municipal engineering or any equivalent combination of education, training and work experience.
Must have and maintain a valid driver's license. Licensed as a Professional Engineer or Engineer in Professional Engineer License. AutoCAD and GIS knowledge experience desirable
Knowledge, Ability and Skill:
Knowledge: Significant knowledge of municipal engineering and construction principles and practices, including design. Significant knowledge of stormwater management and drainage design principles and practices. Good knowledge of planning, development, bidding, and administration of municipal engineering projects and programs. Knowledge of laws and regulations relating to municipal engineering functions and municipal land use regulation.
Ability: Ability to develop and interpret municipal engineering plans, designs, maps, drawings, specifications, bid packages, and reports. Ability to plan, administer, and evaluate municipal construction projects and consulting engagements. Ability to make and convey sound technical and administrative judgment. Ability to enforce requirements and regulations firmly and courteously. Ability to conduct research to understand new engineering methods and principles. Ability to use and apply job-related software applications, including those related to CAD, GIS, hydraulics and hydrology, database, spreadsheet, and word processing. Ability to apply and comply with the requirements of various oversight and regulating agencies, including the Connecticut DOT, DEEP, and DAS, and FHWA, FEMA, EPA, and ACOE. Ability to establish and maintain effective working relationships with superiors, associates, contractors, consultants, officials, outside agencies, permittees, and the public.
Skill: Strong verbal and written communication skills. Considerable organizational and project documentation skills. Considerable judgment regarding when it is appropriate to handle a situation independently, and when it is appropriate to involve supervisory personnel. Proficient in basic computer applications, including word-processing, spreadsheets, email, etc.
Proficient research skills. AutoCAD and GIS knowledge experience desirable

Examinations may include written, oral, physical, or performance tests or any combination of the various types of examinations.
