Job description

JOB TITLE:               Assistant Town Manager                               

DEPARTMENT:         Administration

REPORTS TO:          Town Manager                                               

SALARY RANGE:     $70,000-$115,000 DOE -  This is an exempt position.

HOURS:                     8am-5pm M-F with additional hours to complete work requirements as needed.

                                       

GENERAL PURPOSE:

This position operates under the direction of the Town Manager and will be responsible for researching, presenting, and in some cases, leading, on a wide range of policy recommendations, programs, and projects that are in alignment with Town initiatives and priorities, which could include, but are not limited to, affordable housing, economic development, sustainability, parks, trails, and open space. This position requires a combination of skills in research, analysis, writing and grammar, public presentation and communication, and interpretation of concepts and data pertaining to administration and implementation of the Town of Fraser Municipal Code. Work is performed with general instructions from the Town Manager with considerable latitude for independent initiative and judgment.  

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The list below is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.

  • Assist the Town Manager with synthesizing the Town’s Comprehensive plan, Capital Improvement Plans, and Strategic Plans into actionable initiatives.
  • Analyze current Town municipal code and research and recommend policy changes, updates, and alternatives as needed. 
  • Support compliance with the laws, ordinances, and policies of the Town and contracts to which the Town is a party by becoming familiar with the laws and regulations of municipal government.
  • Research and analyze economic development strategies and facilitate and support economic development initiatives.
  • Research and guide sustainability initiatives. 
  • Implement Community Engagement programs and provide staff support for Town events.
  • Oversee and support all Town Marketing and Communications with direct supervision of the Marketing and Communications Manager.
  • Assist the Planning and Zoning Department with master planning initiatives, implementation of Town plans, and related projects.
  • Support Town affordable housing initiatives and programs. 
  • Represent the Town at various meetings and conferences as designated. 
  • Collaborate with local stakeholders, municipalities, and agencies to improve local continuity, resiliency, and coordination efforts on local and regional opportunities. 
  • Spearhead the Town’s grant strategy through applying, administrating, and coordinating with team members on grant applications and reporting to accomplish the Town’s strategic priorities. 
  • Provide a high level of customer service to residents and guests. 
  • Other duties and special projects as may be assigned.

OTHER IMPORTANT DUTIES

  • Assist in the creation of necessary programs, processes, policies and procedures for assigned responsibilities.
  • Perform duties requiring discretion and independence of action; manages confidential matters; manage a variety of administrative details which involve contact with various officials in the public service and private industry.
  • Compose and process a variety of correspondence, reports, forms and other materials; examines for accuracy and completeness; resolves discrepancies, consulting with employees as appropriate.
  • Keeps informed of pertinent new rules, regulations and legislation.
  • Perform research, analyze, data, and work with financials and budgets.

  • Knowledge of the geography of the town.
  • Must have excellent program and time management, planning, organizational, administrative, computer, and interpersonal skills. 
  • Ability to exercise good judgment/discretion and make informed decisions in a timely manner.
  • Ability to be to manage multiple tasks and priorities.
  • Ability to read, understand, and interpret various zoning ordinances, codes, and regulations.
  • Basic knowledge of government processes and responsibilities, as well as a general familiarity with community development issues and processes in a tourism environment.
  • Ability to work with land developers, property owners, business owners and the general public with tact and diplomacy through potential contentious issues.
  • Must possess excellent research and report presentation skills, strong written and verbal communication skills.
  • Ability to establish and maintain effective working relationships with Town employees, Town elected officials, other agencies, and the public.
  • Ability to drive and operate the department's assigned vehicles and equipment in a safe and efficient manner.

Experience, Education, and Training:

  • Bachelor’s Degree in Public Administration, or related field. 

 LICENSES/CERTIFICATIONS:

  • Valid State Driver’s License
  • Satisfactory Motor Vehicle Record (MVR)

PREFERED QUALIFICATIONS:

  • Master’s Degree in Public Administration or related field. 
  • Prior experience with Town or City Administration.
