Job description

The Town of Poolesville, MD is currently accepting resumes for the Town Manager position. The hiring process also includes selecting an Assistant Town Manager from the pool of qualified candidates.

The Town Manager is the Chief Administrative Officer {CAO) and the Assistant provides support for all functions and acts as the Town Manager in their absence.

The Managers are responsible to the Commissioners for the proper administration of all Town affairs and employees. Under provisions of the Town Charter and Code, the Town Managers sees that all laws, ordinances, and resolutions of the Commissioners are faithfully enforced, attends all meetings of the Commissioners, makes recommendations to the Commissioners for adopting such measures as he/she may deem necessary or expedient, and leads a team of professional and skilled employees.

The Town of Poolesville is located in Montgomery County MD and has a population of 6,000, and an annual budget of $6M. The Town also operates its own water and wastewater system with an annual budget of $2M. Police and emergency services are provided through Montgomery County. The Town of Poolesville is governed by a five-member Board of Commissioners that are elected at large.

Minimum qualifications for this position include a bachelor’s degree and a minimum of five (5) years of progressively responsible experience in local government, including three (3) years' supervision and/or executive level management. Exceptional communication skills, both orally and in writing, including the ability to actively listen and communicate with a wide range of individuals and all segments of the community as well as a proven record of transparency in management are required.

Preferred qualifications include a master’s degree in public administration or a closely related field and strong human resources/employee relations, fiscal management, economic development, and regional and intergovernmental expertise. ICMA-CM and work in a full-service commissioner/manager government and water/wastewater operations experience are preferred but not required.

The Town Manager must reside within a 30-minute commute of Town limits. The salary for the Town Managers ranges from $100,000 to $145,000 and is dependent on qualifications, experience and position. Compensation includes an excellent benefits package that includes health insurance, 401-A and paid time off.
