Transition Specialist

Objective
The Transition Specialist will support the Mozambique and Ethiopia partner governments or other relevant local governments (including provincial or subnational governments) in preparation for the MOU transition to G2G partnerships and performance-based agreements, particularly in the areas of compliance with recipient government and U.S. government contract law and minimizing risks associated with award development and management. The Transition Specialist will work closely with the Transition Management Unit (TMU) to support the effective and accountable implementation of G2Gs by providing input for development of the G2G milestones, performance based award metrics, and reporting. The Specialist will provide expert guidance to the recipient government on its input to the development of G2G agreements.
Scope of Services
A. G2G Readiness Support
  • Advise recipient government and TMU on recipient government input into contracts and agreements, to identify potential risks and risk mitigation.
  • Support recipient government milestone deliverables and reporting requirements, including source data, governance, and timing.
  • Advise recipient government on the process of awarding and managing G2G agreements (e.g. modification) and contracts as well as understanding the terms of the conditions of the agreement/contract.
  • Support recipient government inputs into compliance and risk management of G2G processes, ensuring all obligations and deliverables are enforceable and auditable.

B. Capacity Strengthening
  • Develop and share model contract templates, standard operating procedures (SOPs), and guidance notes to build institutional capacity for contract management within local government and other implementing entities.
  • Ensure TMU has robust methods and strong data systems to verify G2G milestones.
  • Provide targeted training and technical assistance to recipient government counterparts on best practices in contract & agreement drafting, negotiation, and administration.
  • Coordinate closely with TMU to support contract management's integration with broader program planning, financial management, and compliance efforts.

Required Qualifications
  • Master's degree in Accounting, Law, Contract Management, Public Procurement, Finance, or a closely related field.
  • Extensive experience in drafting, negotiating, and managing G2G agreements, with a proven ability to produce clear, comprehensive, and compliant contract documents.
  • In-depth knowledge of and experience with performance-based, milestone-based, and cost-reimbursement contracts.
  • Strong writing skills, with the ability to interpret and apply complex regulatory requirements in contract language.
  • Demonstrated ability to provide technical assistance, training, and capacity-building support to government institutions and stakeholders.
  • Excellent communication, negotiation, and stakeholder engagement skills, with the ability to work effectively in cross-cultural and multi-institutional environments.
