Duties
Help
  • Serves as a senior human resources specialist researching and providing advisory services related to Recruitment and Placement strategies and operations in accordance with law; and Office of Personnel Management, DoD, DFAS policies and regulations.
  • Conducts job analyses to identify major duties/competencies of a vacancy, develops criteria to evaluate applicant proficiency, develops job announcements, evaluates applicants or eligibility/qualifications, and coordinates the on-boarding process.
  • Consults with management to identify recruitment needs and develop recruitment options and strategies. Advises management on recruitment sources, special programs, pay administration and incentives to attract highly qualified candidates.
  • Coordinates with senior specialists and subject matter experts in other HR functional areas to ensure adequacy, efficiency and effectiveness of human resources life cycle activities for serviced organizations.
  • Exercises leadership, develops and delivers training to less senior specialist on subjects including qualification review, job analysis, the Priority Placement Program (PPP), staffing regulations, pay setting and prioritization of work.

  • Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
  • Delegated Examining Unit (DEU) certification must be obtained/maintained for this position. Selectees must obtain certification within one year. Certification must be maintained pursuant to Office of Personnel Management (OPM) requirements.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: serving as a Human Resources (HR) practitioner providing advisory services and technical assistance to customers regarding the application of Federal staffing regulations, principles, concepts, and laws. Work experience must include evaluating management criteria in developing job analysis or minimum qualifications for vacancies; posting vacancy announcements using USA Staffing; evaluating applicant eligibility and qualification criteria; determining methods for appointing applicants based on Federal regulation or agency policy; applying pay setting regulations and policies.
You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

There is no substitution of education for specialized experience at this grade level.
