Manager, Procurement
The Venues and Infrastructure (VNI) team plays a critical role in delivering competition and non-competition venues that are functional, innovative, and fully accessible for the Olympic and Paralympic Games. As part of the larger Sport and Games Delivery group, the VNI team ensures that all venues are designed, developed, and delivered with the highest standards for functionality, sustainability, and inclusion within time and budget limits.
Reporting to the Sr. Mgr., Procurement and Contracts, the Procurement Manager oversees the procurement efforts for VNI. The Manager will assist the Sr. Manager to deliver according to the LA28 VNI procurement strategy; including preparation of bid documents, review supplier qualifications and approve award recommendations; coordinate VNI procurement efforts in tandem with the central LA28 procurement teams and manage teams of procurement and contracts professionals. In addition, the Manager will play an integral role working with our delivery partners to optimize the value to LA28 of the delivery partner input to the VNI procurement and contract management activities.

Key Responsibilities:
Procurement Execution
  • Manage the end-to-end procurement of goods and services for VNI according to the procurement strategy
  • Lead internal and contracted procurement professionals, including contracts administrators, construction managers, and procurement specialists
  • Validate market sourcing approach, supplier outreach and qualifications
  • Prepare bid packages with and ensure relevant standards, requirements and specifications are incorporated from Design & Delivery, Engineering, and other teams and functional areas
  • Establish selection criteria and approve award decisions
  • Manage handoffs to other teams, including Legal, central LA28 Procurement, Finance and Venue Management
  • Ensure LA28 sustainability and impact requirements are incorporated into the procurement process, and report against LA28 metrics

Contracts Management
  • Partner with the legal teams to translate bid documents at award into contract documents
  • Ensure contract documents are stored in the proper repository and referenced in construction management and invoicing systems
Background & Requirements:
  • Bachelor's degree in business, legal, or equivalent work experience
  • Procurement certifications desired
  • Project management desired
  • Minimum 5+ years of experience in procurement and contracts management of major infrastructure and temporary works. Games and major event experience a plus
  • Knowledge of purchasing, payment, and contracts management systems, including but not limited to Agiloft, Workday, Textura, CMiC, Compass and similar
  • Experience with leading contracted workforce

Physical Requirements and Working Conditions:
  • Available to work onsite in our Downtown Los Angeles-based office.
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.

The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28's operational business needs and applicable law.
