Duties Description Perform or assist in performing technical activities related to writing instructions (code), application program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance and implementation in such areas as the design and development of database systems; dynamic, transactional, or interactive web sites; and agency-specific application programs. This position is on the Member Support Team in the Bureau of Peoplesoft & Payment Applications within the Chief Information Office. Support retirement systems through technical analysis, design, development, and nightly on call support.

Demonstrate effective communication, collaboration, and a proactive approach to problem-solving are essential for success. Follow coding standards. Assist team members in creation of design documents and other related system documentation.

Minimum Qualifications Civil Service exams are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program: Non-Competitive Qualifications for appointment under the NY HELPS Program: For appointment to an Information Technology Specialist 2 Programming, you must have: A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses. OR A bachelor's or higher-level degree in any field and at least one year of the experience in information technology. OR A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.

OR A total of two years of experience in information technology. Competitive Minimum Qualifications: You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law. Experience with SQL is preferred. Experience with PeopleSoft is preferred. Experience with programming tools/IDEs (i.e.: Eclipse, Ultra Editor, etc.) is preferred

Experience with database management tools (i.e: Oracle SQL Developer, PL/SQL Developer, TOAD, etc.) is preferred. Proficient at communicating with technical staff and customers alike. Strong analytical thinker with excellent troubleshooting and problem-solving skills

Demonstrated experience in handling high pressure situations, including the ability to work under tight deadlines, troubleshoot production issues (both during shift and on-call), and able to shift priorities with minimal guidance. Demonstrated experience in adapting to new technologies as the environment changes. Strong self-starter, with ability to pick up quickly on new technologies even when formal training and access to in-house experts are limited.

Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency's mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee's primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so.

Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
