Job Description

BryceTech is seeking an experienced Program Analyst IV to support a Department of Defense medical countermeasure acquisition organization responsible for the planning, coordination, and execution of advanced biodefense and medical countermeasure programs. Working alongside senior government leaders, scientists, acquisition professionals, and operational stakeholders, you will provide program analysis, acquisition support, executive communications, and strategic planning for high-visibility initiatives that strengthen national biodefense capabilities.

Job Responsibilities:

  • Provide senior-level program analysis and operational support to a DoD acquisition organization, ensuring successful execution of complex medical countermeasure programs and related initiatives
  • Analyze program cost, schedule, technical performance, and risk to evaluate program health, identify issues, and recommend corrective actions to leadership
  • Plan, coordinate, and manage multiple concurrent program activities, ensuring milestones, deliverables, and organizational priorities remain on schedule
  • Develop and maintain program management processes, internal controls, task management procedures, planning calendars, and workflow documentation to improve organizational effectiveness
  • Prepare, review, and maintain acquisition documentation, executive summaries, white papers, information papers, memoranda, milestone review packages, and other program artifacts in accordance with DoD policies and procedures
  • Develop executive-level briefings, presentations, dashboards, and status reports to communicate program performance, risks, accomplishments, and strategic recommendations to senior leadership
  • Coordinate and facilitate Integrated Product Teams (IPTs), Working Integrated Product Teams (WIPTs), milestone reviews, Integrated Program Reviews (IPRs), leadership meetings, conferences, and stakeholder engagements, including agenda development, logistics, meeting facilitation, documentation, and action item tracking
  • Maintain program tracking systems, electronic document repositories, and collaboration platforms, ensuring program records, schedules, risks, and documentation remain accurate, organized, and current
  • Coordinate activities and communications between government organizations, industry partners, and external stakeholders to support program objectives and resolve cross-functional issues
  • Support program planning activities through the development of technical documentation, implementation plans, schedules, performance metrics, and risk mitigation strategies
  • Coordinate CONUS and OCONUS travel using the Defense Travel System (DTS), including preparation of travel authorizations, vouchers, required documentation, and travel logistics
  • Respond to emerging program priorities, leadership taskings, and on-site support requirements while consistently meeting established deadlines and maintaining a high level of customer service
Qualifications
  • Active Secret security clearance or above
  • Bachelor's degree in business administration, engineering, life sciences, project management, or a related field (master's degree preferred)
  • Minimum of 5 years of experience supporting DoD acquisition, program management, engineering management, or a related technical environment
  • At least 2 years of experience supporting medical countermeasure development programs
  • Experience supporting artificial intelligence (AI) and machine learning (ML) initiatives related to medical countermeasure development preferred
  • Experience supporting medical countermeasure data management or database development
  • Demonstrated experience using DoD information systems, including SAIS, DSTS, DTS, EDMS, Microsoft SharePoint, and Microsoft Teams
  • Strong analytical, organizational, and problem-solving skills with the ability to manage multiple priorities simultaneously
  • Excellent written and verbal communication skills, including experience developing executive-level briefings, reports, and technical documentation
  • Ability to work effectively with senior government leadership, technical teams, and external stakeholders
  • Ability to support occasional CONUS and OCONUS travel and respond to on-site requirements as needed
