Senior Program Manager

Our client is a professional services company that helps organizations maximize the value of their software investments. We work at the intersection of technology, people, and mission, helping organizations improve user experience, adoption, workforce readiness, and long-term value technology delivers. We are seeking an accomplished Senior Program Manager to lead the integrated delivery of a high-visibility federal software modernization and user advocacy initiative.

The Senior Program Manager will serve as the central point of coordination across the customer, technical stakeholders, UX activities, and learning and enablement workstreams. This individual will ensure that multiple interdependent activities and deliverables come together as one cohesive, actionable framework.

WHAT YOU'LL DO

  • Provide overall program leadership, delivery oversight, and customer coordination across a multi-workstream federal engagement.
  • Lead project initiation, discovery, planning, stakeholder alignment, and ongoing program governance.
  • Develop and maintain integrated schedules, milestones, deliverables, dependencies, action items, and decision logs.
  • Coordinate UX, learning and enablement, stakeholder engagement, application assessment, governance, and roadmap-development activities.
  • Manage program risks, issues, dependencies, scope, and priorities and proactively escalate items requiring leadership attention.
  • Facilitate executive briefings, customer meetings, workshops, status reviews, and working sessions.
  • Ensure individual work products are integrated into a cohesive framework and implementation roadmap.
  • Maintain strong relationships with government customers, technical teams, operational stakeholders, and partner organizations.
  • Monitor program performance and ensure deliverables meet quality, schedule, contractual, and customer expectations.
  • Provide clear, concise executive-level reporting and recommendations to our client and customer leadership.

WHAT WE'RE LOOKING FOR

  • 10+ years of progressively responsible program or project management experience, including leadership of complex professional services, technology, transformation, or modernization initiatives.
  • PMP or comparable program/project management certification; experience supporting federal government customers, DHS or U.S. Coast Guard environments, software modernization, human-centered design, organizational change, or workforce adoption initiatives.
  • Demonstrated success managing multiple interconnected workstreams, senior stakeholders, schedules, risks, dependencies, and deliverables.
  • Strong experience working across technical and non-technical teams and translating strategic objectives into executable plans.
  • Exceptional client leadership, facilitation, executive communication, problem-solving, and organizational skills.
  • Ability to operate effectively in environments with multiple stakeholders, evolving priorities, and significant coordination requirements.
  • Bachelor’s degree in business, Management, Information Technology, Engineering, or a related discipline, or equivalent professional experience.

ADDITIONAL REQUIREMENTS: Candidates must be able to satisfy applicable client background, suitability, credentialing, and facility-access requirements and be able to travel periodically to Kearneysville, West Virginia, and other customer locations as required.
