Overview

CVP is seeking an experienced Program Manager to serve as the Government's single contractor focal point for the NIH Center for Information Technology (CIT) enterprise application portfolio. This is a high-visibility, contract-wide leadership role responsible for a dynamic portfolio of NIH business applications spanning operations and maintenance, modernization, cloud migration, and AI-readiness. 

Responsibilities
  • Serve as the primary contractor point of contact for cost, schedule, performance, and quality across the entire portfolio 
  • Lead staffing, subcontractor integration, risk management, and resource optimization across all task areas 
  • Drive AI-readiness transition planning and ensure the team can absorb new applications and surge requirements 
  • Govern technical decisions across a broad enterprise technology stack without being the hands-on architect for every application 
  • Oversee portfolio prioritization and reporting in alignment with NIH EPLC/SDLC governance 
  • Coordinate TRB/CAB change management and ARB governance processes 
  • Ensure FISMA Moderate, RMF/ATO/JCAM compliance and vulnerability remediation across the portfolio 
  • Lead compliance with OMB M-24-10 and the AI Usage and Governance framework 
Qualifications
  • Must be eligible to obtain a Public Trust clearance
  • BS/BA + 10 years of relevant experience; OR MS/MA/MBA + 6 years; OR 15 years of relevant experience in lieu of degree 
  • Demonstrated experience supervising and coordinating large, multidisciplinary technical workforces 
  • Experience managing large, multi-application federal IT contracts 
  • 15+ years of IT program/portfolio management experience 
  • 5+ years leading large, multi-application federal IT contracts 
  • PMP certification strongly preferred 
  • Experience with AI/cloud modernization programs 
  • Working fluency across the enterprise technology stack including: .NET/Java/modern web frameworks, GitHub/GitHub Actions/Jenkins/Maven/Gradle/Docker, automated testing/accessibility tools, ServiceNow/Jira/Confluence, SQL Server/Oracle/Azure SQL/Amazon RDS, Power Platform/SharePoint/Drupal, IBM BAW/OpenText/MuleSoft, SAML/Entra/SiteMinder, Tenable/Nessus, Splunk, and Azure/AWS/GCP 

Location: Hybrid, minimum 2 days per week

Salary Range: $160,000 - $180,000 (depending on experience)
