Job description

SCMI1 has an exciting opportunity for a Part-Time Navy Technical Program Manager (5 to 10 hours per week) position focused on providing program management support and administrative support to Mid-Atlantic Regional Maintenance Center (MARMC) in Norfolk, VA. This position is a great role for individuals with extensive Navy contracting experience and lends itself well to recent retirees with Navy contracting background looking for a part-time role or Navy veterans looking for an additional part-time work opportunity.
Location: MARMC: Naval Station Norfolk - Norfolk, VA 23511 Job Description/Responsibilities:
  • Provide program management support and administrative support to MARMC.
  • Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
  • Clearly communicate ideas to others verbally and in writing.
  • Provide strong organizational and technical management skills and ability to perform detail-oriented work.
  • Serve as the contractor's main point of contact with the Contracting Officer (KO), the Contracting Officer's Representative (COR), the Government Program Manager, and the Contractor's senior management.
  • Develop and Send reports to the Contracting Officer and COR for the following:
    • All work performed according to contractual requirements and performance standards (monthly activity/progress status reports).
    • Supervises all the contractor s employees and responsible for the performance of their tasks - approving and signing off on weekly attendance/timekeeping timesheets.
    • Key Personnel turnover. Ensure replacements are identified, proposed and replaced in a timely manner.
    • Ensure all personnel involved in providing or supporting services under the contract meet requirements established by the Task Order, including security clearance requirements.
    • Ensure appropriate controls are made to prevent and detect cases of employee fraud or malfeasance and notification of appropriate security personnel to determine required actions.
    • Regular feedback is provided to the Government on all areas of contract performance.
Qualifications/Requirements:
  • At least 8 years' experience in the engineering field within the last 15 years and possess a comprehensive understanding of design, installation, operation, repair and maintenance of Combat/C4I systems.
  • At least 8 years' experience in the management of projects involving administrative support and possess experience in the use and creation of documents in Microsoft Office applications such as Word, PowerPoint, Excel, and Outlook.
  • Desired Education: Bachelor's Degree in technical, engineering, or business field of study.
  • Must be a U.S. Citizen with eligibility to obtain a CAC, the ability to obtain security clearance, and clearing necessary background checks/assessments as required. Active Security Clearance is desired.
