Technical Project Program Manager information

What is a technical project program manager?

Technical Project Program Managers are professionals responsible for overseeing the planning, execution, and delivery of complex technical projects or programs within an organization. They coordinate cross-functional teams, set project goals, manage timelines and budgets, and ensure that technical solutions align with business objectives. Their role often involves risk management, stakeholder communication, and problem-solving to keep projects on track. Unlike traditional project managers, they typically possess strong technical backgrounds and work closely with engineering, IT, or development teams. Their expertise helps bridge the gap between technical teams and business stakeholders, ensuring project success.

How does a technical project program manager typically collaborate with cross-functional teams during a project lifecycle?

Technical Project Program Managers often act as a bridge between engineering, product, design, and business teams. They facilitate communication by organizing regular sync meetings, tracking progress, and clarifying project requirements. This ensures that all stakeholders are aligned on goals, timelines, and deliverables. Successful collaboration relies on strong interpersonal skills and the ability to translate technical details for non-technical teams while managing dependencies and addressing potential roadblocks promptly.

What are the key skills and qualifications needed to thrive as a technical project program manager, and why are they important?

To thrive as a Technical Project Program Manager, you need strong project management skills, technical acumen, and experience with methodologies like Agile or Waterfall, often supported by a relevant degree and certifications such as PMP or Scrum Master. Familiarity with project management tools (e.g., Jira, Asana, MS Project) and enterprise systems is typically required. Exceptional leadership, communication, and stakeholder management skills help navigate cross-functional teams and complex projects. These competencies are crucial for delivering projects on time, aligning technical solutions with business goals, and driving organizational success.

Job description

About the job

Position: Technical PM with FMEA experience

Duration: 12 month assignment (contract)

Client Location: Toronto, ON – Hybrid – 3 days per week.

Engagement Model: Professional Services Engagement – B2B (Incorporated Entities Only)

About the Engagement

Akkodis is seeking the services of an experienced Technical Project Manager to own portfolio-level risk management across multiple programs and projects. The ideal candidate blends hands-on technical depth with structured risk methodologies – FMEA (Failure Modes & Effects Analysis) – to proactively identify, quantify, and mitigate risks that impact delivery, reliability, security, and business outcomes. You will establish the portfolio risk operating model, drive cross-team mitigation and decision-making, and provide executive-ready visibility of residual risk.

Key Responsibilities

Design and run a portfolio-wide risk management framework, integrating FMEA with existing governance.

Build and maintain a central risk register with owners and due dates and FMEA scoring.

Translate FMEA outputs into concrete mitigation plans.

Collaborate with delivery managers and product owners to surface failure modes.

Own risk dashboards and executive briefings.

Establish leading indicators (early warning signals) and improve observability for proactive detection.

Benchmark and continually improve risk maturity across the portfolio.

Required Skills and Qualifications

10+ years managing complex technical projects/programs in software engineering, platforms, data/AI, or cloud.

Demonstrated experience leading FMEA or similar structured risk methods.

Strong understanding of modern software delivery (Agile, DevOps, CI/CD, cloud-native architectures, APIs).

Ability to synthesize technical risk into executive-ready narratives with clear tradeoffs and asks.

Excellent facilitation: cross-functional workshops, root cause analysis, and conflict resolution.

Domain experience in regulated environments (e.g., financial services) and partnering with Security, Risk, and Compliance.

Key Responsibilities by Outcome

Within 90 Days

Stand up the portfolio risk register and FMEA cadence for critical programs.

Produce the first risk heatmap and top 10 risks with assigned owners and target dates.

Baseline key metrics (e.g., % risks with mitigations, average RPN, top systemic risks).

Ongoing (Quarterly)

Reduce high RPN items by ≥ X% quarter-over-quarter.

Improve detection coverage (monitoring/alerting) for top failure modes.

Integrate risk posture into quarterly planning and release readiness.

Annually

Demonstrate improvements in change failure rate, and incident recurrence.

Increase portfolio risk maturity .

This is a business-to-business engagement. Candidates must represent an incorporated entity, hold a valid business number, maintain appropriate insurance, and invoice for services rendered.
