Position Overview
E.L. Blake Corporation is seeking a Technical Program Manager to support U.S. Air Force mission planning operations at Hill AFB, UT. This is a high-impact leadership role with direct responsibility for team performance, system reliability, and mission execution.

This position requires a leader who can drive technical execution, enforce accountability, and ensure systems operate at the highest standards of security and operational compliance. The selected candidate will serve as a key interface between government stakeholders and internal teams, ensuring mission success in a dynamic, high-security environment.

Key Responsibilities

  • Lead, direct, and hold accountability for a cross-functional technical team supporting mission-critical operations
  • Oversee daily execution of system operations, development, and cybersecurity compliance within a secure enclave environment
  • Maintain working knowledge of system architecture and development environments, including technologies such as .NET, C#, JavaScript, PowerShell, and MSSQL
  • Ensure systems meet DoD and USAF security requirements, including RMF, STIGs, and ATO-related activities
  • Plan, prioritize, and execute technical projects, ensuring timely delivery and alignment with mission objectives
  • Serve as the primary liaison between government stakeholders, military leadership, and internal teams
  • Drive accountability, performance standards, and continuous improvement across the team
  • Identify and mitigate risks to ensure system reliability, security, and mission readiness

Required Qualifications

  • U.S. Citizenship (required)
  • Active Secret Security Clearance (required)
  • CISSP or Security+ certification (required) - must be able to attain within first 6 months of hire date
  • 5+ years of experience leading technical or cross-functional teams in a classified or high-security environment
  • Demonstrated experience supporting secure or classified systems, including RMF, STIG compliance, and ATO processes
  • Proven ability to lead teams, manage performance, and deliver results in a mission-critical environment

Preferred Qualifications

  • Bachelor's degree in Computer Science, Systems Engineering, or related field (or equivalent experience)
  • Experience supporting USAF mission planning systems or environments
  • Strong understanding of Agile methodologies, system architecture, and secure software development practices
  • Experience with SharePoint-based applications, cloud environments, or DevSecOps practices
  • Strong leadership presence with the ability to influence, communicate, and drive execution across teams
