MANTECH seeks a motivated, career and customer-oriented Technical Program Manager to join our team! This is a hybrid position located in Patuxent River, MD, requiring 3 days onsite, and 2 days remote. Relocation assistance is available for the selected candidate, if required.

As the Technical Program Manager, you will lead complex naval aviation support efforts-including NATOPS, NATIPs, Net Enabled Weapons, and Foreign Military Sales (FMS) training-by managing technical resources, driving mission success, identifying growth opportunities, and fostering deep, collaborative relationships with Government stakeholders to fulfill the responsibilities listed below.

Responsibilities include but are not limited to:

  • Lead the end-to-end delivery of complex technical projects, ensuring strict alignment with contract requirements, Task Orders (TOs), and corporate governance standards.

  • Direct large, geographically dispersed teams with total accountability for scope, schedule, budget, security, and quality to achieve mission-critical customer objectives.

  • Architect and maintain integrated project schedules, agile workflows, and data-driven metrics using tools like MS Project, Jira, and enterprise platforms to provide real-time program transparency.

  • Serve as the primary technical interface and trusted advisor to Government stakeholders, funding sponsors, and the COR; fully integrate within the customer ecosystem by maintaining a high-availability on-site presence (min. 3 days/week) and up to 25% travel for Fleet engagements and NAVAIR reviews to resolve roadblocks and accelerate technology insertion.

  • Own the program risk register; proactively identify technical, staffing, and financial risks to develop comprehensive mitigation strategies that ensure mission continuity and operational resilience.

  • Drive execution excellence by establishing rigorous technical standards, conducting deep-dive technical reviews, and optimizing resource deployment to ensure milestones are met on time and under budget.

  • Champion customer outcomes by identifying and integrating emerging technologies that modernize and enhance the effectiveness of the contracted effort.

  • Deliver superior business outcomes by synchronizing company priorities with high-velocity delivery to the Fleet, ensuring organizational goals are met without compromising execution.

  • Foster high-trust relationships across NAVAIR, NAWCAD and the Fleet, serving as the critical conduit for tactical information flow and cross-organizational alignment.

  • Supervise a multidisciplinary workforce, managing workload distribution, performance standards, and talent development across all individual Task Orders.

  • Take full ownership of the program's financial health, managing to the Basis of Estimate (BOE), and meet Annual Operating Plan (AOP) targets while proactively identifying growth opportunities and supporting recompete strategies.  

  • Direct subcontractor and vendor performance, ensuring all small business (SB) workshare commitments and contractual obligations are met.

  • Provide subject matter expertise and strategic foresight to align current program execution with future customer needs and drive long-term program growth.

  • Lead the development of high-impact technical proposal content for future contract opportunities; serve as the primary SME to define winning technical solutions and ensure proposals accurately reflect organizational innovation and past performance excellence.

Minimum Qualifications:

  • Master's Degree (MS/MA) in a technical or business discipline

  • 10+ years of experience leading complex technical projects and programs, driving the execution of technical deliverables, optimizing resources, establishing engineering frameworks, and architecting innovative technical solutions to overcome complex delivery challenges

  • Must possess a valid Project Management Professional (PMP) certification; candidates with an equivalent DAWIA certification will be considered, provided they successfully obtain the PMP certification within six months from their start date

  • Extensive knowledge of TMS aircraft tactical systems, electronic warfare, and weapon systems employment

  • Demonstrated experience with TMS aircraft tactical systems, electronic warfare, and weapon systems employment

  • Experience managing the financial and administrative aspects of government contracts, including resource acquisition and personnel management

  • Experience in serving as a primary point of contact for senior Government authorities in a professional contracting environment

Preferred Qualifications:

  • Graduate of the Navy Fighter Weapons School (TOPGUN), Marine Aviation Weapons Training Squadron-1 (MAWTS-1) Weapons Tactics Instructor (WTI) course, or equivalent

  • Graduation from the Electronic Attack Weapons School (EAWS) or Carrier Airborne Early Warning Weapons School (CAEWWS)

  • 12+ years of professional experience with F/A-18, EA-18G, or E-2 aircraft as a Pilot, Weapon Systems Officer (WSO), or Naval Flight Officer

  • Strategic experience in P&L oversight, with a track record of identifying on-contract growth opportunities and managing subcontractor workshare to enhance program profitability and ensure long-term fiscal health of the portfolio

Clearance Requirements:

  • An active TOP SECRET security clearance with current SAP/SCI eligible.

Physical Requirements:

  • You must be able to remain in a stationary position 50% of the time.

  • You need to occasionally move about inside the office to access file cabinets and office machinery.

  • You will frequently communicate with co-workers, management, and customers, which may involve delivering presentations.

  • You must be able to exchange accurate information in all professional situations.


The projected compensation range for this position is $159,300.00-$287,100.00.
