Job description

Position Title: TECHNICAL PROGRAM MANAGER
Location: HOUSTON, TX
FLSA Class: EXEMPT
Responsible to: HEAD OF ENGINEERING SERVICES
Position Summary: The Technical Program Manager (TPM) is responsible for leading complex, cross-functional programs that connect engineering execution to asset readiness and business outcomes. In VoltaGrid's environment, TPMs operate at the intersection of engineering, projects, construction, procurement, IT, operations, vendors, asset management and leadership to ensure technical work is planned, visible, governed, and delivered with clear accountability.
The TPM creates the operating system for execution, charters the program, aligns stakeholders, maintains an integrated plan, drives reporting, manages risks and dependencies, tracks decisions, and coordinates readiness from design through deployment and handoff. The TPM does not replace the engineering manager, discipline lead, project manager, construction lead, or buyer; rather, the TPM integrates their work so high-value programs move on time with less ambiguity and fewer surprises.
Essential Duties and Responsibilities:
  • Lead program intake, chartering, milestone planning, dependency mapping, RAID management, decision tracking, and execution governance across multiple workstreams.
  • Build and maintain dashboards and weekly status reporting for projects, vendors, asset management, construction, operations stakeholders, discipline teams, and leadership.
  • Turn raw status into decision-ready insight. Run recurring cross-functional reviews and ensure engineering deliverables are aligned with project, construction, procurement, IT, and operations needs.
  • Coordinate programs that ensure assets receive the engineering packages, controls integration, documentation, and readiness support they need to execute and operate successfully.
  • Support Palantir-based workflows, BOM updates, backlog structure, data quality checks, and reporting standards. Ensure the right owners, cadences, and controls exist.
  • Coordinate with external technical vendors and partners such as controls, package, and equipment suppliers to track deliverables, decisions, open items, and interface readiness.
  • Support new equipment, new product line, and first-of-a-kind efforts through requirements tracking, risk management, readiness reviews, and lessons learned capture.
  • Develop process documentation, flowcharts, communication matrices, RACI charts, onboarding materials, and other enablement content that improves repeatability and team maturity.
  • Help stand up standard templates, stage gates, intake processes, reporting rhythms, portfolio views, and governance routines that evolve the TPM team into a formal PMO.

Required Qualifications:
  • Bachelor's degree in engineering, a technical field, operations, construction management, business, or equivalent practical experience.
  • Typically 5-8+ years of experience in technical program management, engineering operations, new product / new technology introduction, industrial project management, or similar cross-functional execution roles.
  • Demonstrated experience coordinating engineering work across multiple functions from planning through deployment, commissioning, or operational handoff.
  • Experience in one or more relevant environments such as power generation, industrial controls, automation, utilities, manufacturing, oil and gas, energy infrastructure, EPC, or heavy industrial operations.
  • Strong working knowledge of program governance fundamentals including integrated schedules, RAID logs, action tracking, decision logs, milestone reviews, and executive status reporting.
  • Experience working with BOMs, change control, backlogs, and reporting systems such as Palantir, ERP/PLM tools,
  • Smartsheet, Jira, Excel, BI platforms, or equivalent.
  • Excellent written and verbal communication skills with the ability to influence without direct authority and communicate effectively from technicians and engineers up to senior leadership.

Preferred Qualifications:
  • Experience with control systems, generator packages, switchgear or breaker systems,
  • SCADA / PLC environments, protective relays, BESS, or similar technical domains relevant to VoltaGrid.
  • Experience managing brownfield upgrades, asset standardization efforts, launch programs, or first-of-a-kind technology deployment.
  • Experience helping stand up a PMO, engineering operations function, or standardized governance model in a scaling company.
  • Familiarity with FAT, SAT, commissioning, asset documentation packages, system readiness reviews, and operational handoff workflows.
  • Experience with vendor management and coordinating deliverables across external partners, internal engineering teams, and field stakeholders.
  • PMP, PgMP, PMI-ACP, Lean / Six Sigma, or similar program or process improvement certification.
  • Strong analytics, dashboard design, or workflow automation experience
