Data & Program Analyst
Rhode Island Office of Energy Resources (OER) Clean Transportation & Climate Programs
Position Summary

The Rhode Island Office of Energy Resources (OER) is seeking a highly motivated, detail
oriented, and tech-savvy Data & Program Analyst to support statewide clean energy and clean transportation initiatives.
The ideal candidate will be highly detail-oriented, tech-savvy, and comfortable balancing
technical data analysis responsibilities with customer-facing program support.
This position will play a critical role in supporting OER's rebate and incentive programs
through data analysis, dashboard development, application processing, reporting,
auditing, and applicant support. The candidate will possess strong technical and analytical
skills, advanced experience with Excel and Tableau, exceptional attention to detail, and the
ability to communicate effectively with both internal teams and program participants.
This role will support multiple programs across OER, including transportation
electrification, energy efficiency, and thermal energy initiatives.
Key Responsibilities
Data Analysis & Reporting
Develop, maintain, and update dashboards and reporting tools for OER programs
using Tableau, Excel, and other data visualization platforms.
Analyze program performance metrics (KPIs) and prepare monthly, quarterly, and
annual reports.
Monitor program spending, funding allocations, and incentive utilization trends.
Track and analyze participation data across multiple programs and demographic
categories.
Prepare reports, presentations, narratives, and briefing materials for internal
leadership, external partners, and legislative reporting.
Assist with data collection, validation, and quality assurance processes.
Clean, organize, and maintain datasets from multiple internal and external sources.
Technical & Systems Support
Serve as a cross-office resource for data analysis, dashboard development,
workflow improvements, and administrative streamlining.
Build and maintain advanced Excel spreadsheets, models, pivot tables, and
reporting tools.
Utilize Tableau and other visualization software to create user-friendly dashboards
and analytics tools.
Assist with automating repetitive reporting and data management tasks.
Support data tracking and reporting requirements for federal and state-funded
programs.
Troubleshoot data inconsistencies and identify opportunities for operational
improvements.
Program Operations & Rebate Support
Process and review rebate and incentive program applications for completeness
and accuracy.
Communicate with applicants regarding approvals, denials, missing
documentation, and general program inquiries.
Provide customer support to program participants and address applicant concerns
professionally and efficiently.
Conduct regular auditing and compliance reviews of program applications and
supporting documentation.
Maintain accurate program records and ensure consistency across databases and
reporting systems.
Support implementation and administration of state and federally funded clean
transportation and clean energy programs.
Collaboration & Coordination
Participate in weekly and monthly meetings with program implementers, vendors,
and external partners.
Coordinate with internal OER staff and external stakeholders to support reporting,
budgeting, and program implementation efforts.
Assist with presentations, program materials, and public-facing communications
when needed.

Desired Skills & Experience
Advanced Microsoft Excel skills required, including:
o Pivot tables and pivot charts
o XLOOKUP, INDEX/MATCH, nested formulas
o Data validation and large dataset management
o Dashboard and report creation
Experience with Tableau required.
Strong analytical, auditing, and problem-solving skills.
Exceptional attention to detail and organizational skills.

Required Qualifications
Bachelor's degree in Data Analytics, Statistics, Business, Finance, Public
Administration, Information Systems, or a related field.
2 5 years of experience in data analytics, program administration, reporting, or a
related role.
Demonstrated experience working with data visualization and reporting tools.
Strong proficiency in Microsoft Office Suite, particularly Excel.
Experience handling sensitive or high-volume data with accuracy and
confidentiality.
