Responsibilities
  • Advise clients and develop marketing efforts for new clients on the technical, regulatory, financial facets of Alternative Financing Strategies for Infrastructure, specifically with a focus on P3 relationships with the Federal Government.
  • Serve as HDR Practice Group Leader / Cross Sector Leader for longโ€‘term infrastructure financing intended to support ongoing major initiatives on Federal Planning (Sec 203) and Cross Sector Resilience.
  • Assume leadership responsibilities for the management of multidisciplinary infrastructure programs with a high degree of technical complexity and nonโ€‘technical intricacies.
  • Advise clients on the technical, regulatory, financial, and community facets of infrastructure programs, leveraging lessons learned from other programs and industry best management practices.
  • Plan, direct, and monitor all aspects of program execution, overseeing disciplines such as capital planning, change management, commissioning, construction management, cost control, environmental compliance, engineering, equity, finance, permitting, scheduling, sustainability and more.
  • Anticipate and identify potential issues and risks that may impact program implementation, providing problemโ€‘solving, risk mitigation, and timely decisionโ€‘making support.
  • Develop and implement plans, business processes, and tools to drive efficiencies, accountability, team alignment, and transparency.
  • Direct the services provided by multiple program teams, promoting alignment through effective communication and securing resources to meet contract compliance.
  • Monitor the financial performance of the program against metrics and adjust to meet earnings, profitability targets, and control losses.
  • Contribute to the growth of HDRโ€™s program management services by building client advisory relationships, expanding service opportunities, supporting new contracts, mentoring staff, and practicing practiceโ€‘wide initiatives.
  • Perform other duties as needed.
Preferred Qualifications
  • Masterโ€™s degree in Engineering, Construction Management, Sciences, Planning, Business Administration or a closely related field.
  • Experience leading the consultant or owner program management team of at least one water or resources infrastructure program(s) with a capital value of $500 million.
  • Knowledgeable of alternative delivery/contract models such as P3, DBFOM, and EPC.
Required Qualifications
  • Bachelorโ€™s degree in Engineering, Construction Management, Planning, Sciences, Business Administration or a closely related field.
  • At least one of the following licenses or certifications:
    • Professional engineering license recognized by the licensing board for the location (e.g., PE or P.Eng).
    • PMI Project Management Professional (PMP) certification.
    • PMI Program Management Professional (PgMP) certification.
    • AICP Certification.
  • Program management experience consistent with the following requirements:
    • Minimum of six (6) years of program management experience, including at least four (4) years as a Program Manager or equivalent.
    • Experience leading or serving on two or more programs, each with a capital value of $350โ€ฏmillion or more (concurrent total value qualifies).
  • Strong leadership skills with experience building cohesive team culture and managing distributed team members.
  • Excellent communication skills, comfortable presenting to client executives and in public settings.
  • Management experience with delivery methods such as designโ€‘build, progressive designโ€‘build, or CMAR.
  • Familiar with tools used to manage large programs: PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
  • Experience working within a Program Management Office comprising both consultant and client staff.
