Job description

JOB SUMMARY
Salary range: $29.00 - $34.00 per hour.
The Housing Program Compliance Specialist functions within the Platform Services team and is responsible for ensuring compliance with local tax credit housing programs by reviewing certifications, verifying income and eligibility, and preparing regulatory reporting. This role also partners with property teams to resolve issues, conduct audits, and maintain accurate documentation in accordance with Holland Partner Group's Core Values.
ESSENTIAL JOB FUNCTIONS
  • Review and approve initial, annual, and interim certifications for accuracy and local tax credit program compliance.
  • Verify household income, assets, and student status in accordance with local tax credit program requirements and other applicable program rules, including MFTE, MULTE, and BMR.
  • Communicate with prospective and current tenants, as needed, to obtain required program income documentation and other documents/forms.
  • Conduct file audits and prepare compliance reports for residential leadership, clients, investors, and regulatory agencies.
  • Track, prepare, and submit quarterly, annual, and ad hoc compliance reports to housing authorities, housing finance agencies (HFAs), and other oversight agencies.
  • Partner with Property Managers and regional leaders to resolve compliance findings, audit discrepancies, and file corrections.
  • Provide training and support to on-site staff regarding compliance procedures, income verification requirements, and software utilization.
  • Monitor and communicate changes to relevant federal, state, and local compliance regulations, income limits, forms, and utility allowances.
  • Assist with the implementation of program-related updates and/or changes within Yardi Affordable Manager and Rent Cafรฉ Affordable Housing modules.
  • Oversee and manage Yardi RightSource feedback to ensure unresolved "red flags" on RightSource certification reviews are corrected in a timely manner.
  • Assist with establishing and implementing compliance procedures and monitoring for programs at new development and acquisition sites, including the management of initial tenant lotteries and waitlists, as needed.
  • Represent Holland Partner Group in a professional manner at all times.
  • Perform all other duties as directed and assist the overall team effort.

JOB REQUIREMENTS
Education: High School Diploma or equivalent is required. Bachelor's Degree in Business Administration or related field preferred.
Experience: Minimum of two (2) years' experience in local tax credit housing programs, California Tax Credit Allocation Committee (TCAC) requirements, and/or Low-Income Housing Tax Credit (LIHTC) compliance tenant certifications or management required.
Knowledge, Skills and Abilities Required:
  • Demonstrated proficiency in technical aspects of applicant and tenant certification process.
  • Demonstrated knowledge and understanding of affordable housing program compliance and reporting.
  • Demonstrated ability to analyze key aspects of financial performance (e.g., costs, profits, assets, etc.).
  • Ability to accurately perform multiple tasks in a complex and fast paced operating environment while maintaining a strong attention to detail.
  • Advanced proficiency in Excel and other Microsoft Office 365 applications.
  • Ability to command mastery of company used software. Experience with Yardi Affordable Compliance Manager or SNAPPT preferred.
  • Ability to work independently and as a member of the team.
  • Ability to understand and clearly explain program requirements.
  • Strong verbal and written communication skills.
  • Detail oriented and well organized.
  • Proactive, flexible, responsible, and resourceful.

Attendance: This full-time position is exempt and requires the ability to be present and available during business hours to meet company and department needs. Additional hours or flexible schedule may be required.
This position also requires:
  • Occasional travel and overnight stays.
  • Ability to lift or move up to twenty (20) pounds.
  • Hearing and visual ability to observe and detect signs of emergency situations.
  • Fluency in English both verbally and non-verbally.
