Job Description

The client is seeking an experienced and highly motivated Compliance Director to lead our Affordable Housing Compliance Department. The Compliance Director will oversee all compliance operations across the company's affordable housing portfolio, ensuring full compliance with federal, state, and local affordable housing regulations, including CTCAC, HUD, TCAC, HOME, LIHTC, Section 8, and other applicable programs.

This leadership role is responsible for developing compliance strategies, supervising compliance staff, providing operational guidance, conducting portfolio audits, and serving as the company's subject matter expert for affordable housing compliance. The ideal candidate possesses extensive affordable housing compliance experience, exceptional leadership skills, and a thorough understanding of Low-Income Housing Tax Credit (LIHTC) regulations and California affordable housing programs.

Essential Responsibilities:

• Lead and manage the Affordable Housing Compliance Department.

• Supervise, mentor, and develop Housing Compliance Specialists and other compliance personnel.

• Develop, implement, and continuously improve company-wide compliance policies and procedures.

• Ensure compliance with all federal, state, and local affordable housing regulations, including:

◦ CTCAC

◦ HUD

◦ HOME

◦ Section 8

◦ LIHTC

◦ Fair Housing

◦ ADA

◦ Violence Against Women Act (VAWA)

◦ LEP (Limited English Proficiency) requirements

◦ California Housing Regulations

• Oversee property compliance audits, tenant file reviews, physical inspections, and reporting requirements.

• Monitor regulatory changes and implement operational updates to maintain compliance.

• Conduct internal compliance audits and prepare corrective action plans.

• Provide guidance to Regional Property Managers, Property Managers, Leasing Teams, and Executive Leadership on compliance matters.

• Review certifications, recertifications, income calculations, utility allowances, and compliance documentation.

• Coordinate responses to agency audits and inspections.

• Serve as the primary liaison with regulatory agencies, housing authorities, investors, syndicators, and ownership groups.

• Review management agreements and regulatory agreements for compliance obligations.

• Prepare executive reports on portfolio compliance performance and risk assessments.

• Develop compliance training programs and conduct ongoing staff education.

• Investigate compliance violations and recommend corrective actions.

• Maintain accurate compliance documentation and records.

• Assist with property acquisitions, lease-ups, and due diligence from a compliance perspective.

• Recommend process improvements to enhance operational efficiency and reduce compliance risk.

• Travel to assigned properties throughout California as needed.

Qualifications

• Bachelor's degree in Business Administration, Real Estate, Public Administration, Finance, or a related field preferred.

• Minimum 10 years of Affordable Housing Compliance experience.

• Minimum 5 years of supervisory or management experience overseeing affordable housing compliance operations.

• Extensive experience managing LIHTC (CTCAC), HUD, HOME, and other affordable housing programs.

• Strong understanding of:

• Demonstrated experience leading regulatory audits and agency inspections.

• Excellent leadership, organizational, analytical, and problem-solving skills.

• Strong written and verbal communication skills.

• Ability to interpret complex regulations and communicate them effectively to staff.

• Experience with Yardi, RealPage, Boston Post, or similar property management software.

• Advanced Microsoft Office proficiency.

• Valid California Driver's License and reliable transportation.

Preferred Certifications

The following certifications are strongly preferred:

• CPO - Certified Professional of Occupancy

• NCP - National Compliance Professional

• TCS - Tax Credit Specialist

• NAHP-e® - National Affordable Housing Professional

• CPM® (Certified Property Manager) preferred

Required Affordable Housing Experience

Candidates should have experience managing:

• At least 6 Low-Income Housing Tax Credit (LIHTC/CTCAC) properties

• Each property consisting of 10 or more units

• Each property managed for a minimum of 3 years

• At least 2 of the 6 properties must be active CTCAC developments
