JOB OVERVIEW *****INTERNAL POSTING: THIS POSTING REQUIRES you to be a current eligible employee of Sarpy County. If you are not a current Sarpy County employee, please do not apply at this time**** GENERAL PURPOSE Responsible for coordinating and overseeing risk assessment processes and supporting compliance with established correctional standards, policies, procedures, and regulatory requirements. With regular attendance, this position conducts and reviews risk assessments, analyzes data and trends, and assists with identifying areas of operational risk or noncompliance.

SUPERVISION EXERCISED None ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES ESSENTIAL DUTIES Research, write, monitor, and maintain department policies, procedures, manuals, and related documents to ensure compliance with federal, state, local laws, Nebraska Jail Standards, and Prison Rape Elimination Act (PREA) standards. Complete annual reviews of standard operating procedures, emergency operations manuals, inmate handbooks, volunteer handbooks, and other department materials. Work with department leaders and training staff to identify policy needs and support training on new or revised procedures.

Present proposed policy changes to Jail Administration and assist with implementation and distribution. Serve as the PREA compliance manager; monitor compliance with PREA standards through reports, assessments, allegations, investigations, and facility reviews. Coordinate and maintain PREA compliance and accreditation activities; identify and address corrective actions, policy or training needs, and quality assurance findings; maintain required records to support compliance with PREA and applicable standards.

Identify risks affecting facility operations, staff, inmates, safety, services by conducting risk assessments. Recommend and assist with implementing risk reduction measures, including safety and security procedures, business continuity plans, and recovery measures. Review financial, inventory, breakage, and employee activity data for concerns that may indicate fraud, waste, or unethical conduct.

Organize and support jail safety committee meetings and serve on countywide safety committees. MINIMUM QUALIFICATIONS MINIMUM QUALIFICATIONS Bachelor's* degree in public administration, business administration, criminal justice, or in a related field. 3 years of work experience interpreting and applying laws, regulations, standards, policies, procedures; conducting or supporting compliance reviews, risk assessment, audits, investigations, or quality improvement. *Approved work experience beyond that required which provides equivalent knowledge, skills, and abilities may be considered and substituted for the stated education.

Have and maintain a valid Driver's License, as well as meet eligibility requirements of "acceptable driving standards" as defined by the County. KNOWLEDGE, SKILLS & ABILITIES Effective communication and interpersonal skills for interacting with diverse individuals. Ability to multi-task, prioritize, and manage time effectively.

Proficiency in using the Microsoft Office Suite and other software related to data management, communication, and other common business processes. Ability to follow established policies and procedures for confidentiality while adapting to evolving privacy standards and technologies. Ability to build and maintain positive relationships within a team.

Knowledge of principles and practices of correctional facility operations, inmate management, and institutional safety and security. Knowledge of risk assessment and evaluation principles and practices. Knowledge of Prison Rape Elimination Act (PREA) standards, compliance requirements, documentation, and audit processes.

Knowledge of compliance monitoring, quality assurance, internal controls, and continuous improvement practices. Skill in interpreting and applying laws, regulations, PREA standards, accreditation requirements, policies, and procedures. Skill in identifying compliance deficiencies, operational risks, training needs, and opportunities for process improvement.

Skill in preparing clear, accurate, and comprehensive reports, audit documentation, policies, and procedures. Ability to evaluate policies, procedures, and facility practices for compliance with established standards. Ability to develop and recommend corrective actions to address audit findings, compliance deficiencies, and identified risks.

PHYSICAL DEMANDS AND WORKING CONDITIONS PHYSICAL DEMANDS AND WORK ENVIRONMENT The work environment is typically a professional office setting within a secure correctional facility, involving regular use of computers, standard office equipment, and frequent interaction with both internal staff and the public in a structured, task-oriented atmosphere. The work environment may include exposure to emotionally charged situations, difficult interactions, and the inherent security risks associated with a correctional facility. The employee must occasionally lift and/or move up to 15 pounds.
