Job Description:

The Senior Subcontracts Specialist is an essential member of the Electronic Warfare (EW) Subcontracts / Supply Chain Management team. The Subcontracts Manager is responsible for managing end-to-end lifecycle of subcontracts and is responsible for solicitations, fact finding, sourcing, documentation, negotiations, cost/price analysis, terms and conditions negotiations, and subcontract execution. The Senior Subcontracts Specialist is the main point of contact between suppliers and program teams and provides all contractual direction.

Essential Functions:

  • Create solicitations, lead proposal fact finding and analysis, perform source selections.
  • Responsible for the technical, schedule, cost & risk management of assigned suppliers.
  • Assures suppliers meet all PO requirements and develops mitigation plans.
  • Responsible for reporting of major subcontracts to internal stakeholder and leadership teams.
  • Performs Cost/Price Analysis, develops negotiation strategies, leads negotiations.
  • Negotiates Terms and Conditions.
  • Management Statement of Work (SOW) requirements, provide support for SOW generation
  • Award contracts and execute contract modifications.
  • Manage supplier performance and scorecards.

Required Qualifications:

  • Bachelor's Degree and minimum 7 years of prior relevant experience. Graduate Degree and a minimum of 5 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
  • Direct experience managing major subcontracts in support of government program(s).

Preferred Qualifications:

  • Good financial acumen, including forecasting, budgeting, and earned value or similar program performance management tools experience.
  • Experience procuring electronic equipment (preferably major subassemblies).
  • Excellent Written and Oral Communication Skills.
  • Ability to work in ambiguous environments.
  • Ability to manage competing priorities.
  • Excellent negotiation skills.
  • Contracting knowledge and experience.
  • Working knowledge of FAR/DFARs.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $91,000 - $170,500.This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
