What is a program manager project manager?

Program Managers and Project Managers are both leadership roles in organizations, but they have distinct responsibilities. Program Managers oversee multiple related projects, aligning them with organizational goals and managing their interdependencies. Project Managers, on the other hand, are responsible for planning, executing, and closing individual projects within scope, time, and budget. While Project Managers focus on day-to-day project activities, Program Managers ensure that all projects contribute to the broader business objectives.

How do program managers and project managers typically collaborate within an organization?

Program Managers and Project Managers often work closely together to ensure the successful delivery of organizational objectives. While Project Managers focus on overseeing specific projects, Program Managers are responsible for coordinating multiple related projects to align with broader business goals. Effective collaboration involves regular communication, progress updates, and joint problem-solving to address dependencies or resource constraints. This partnership ensures that projects stay on track and contribute to the overall success of the program. Job seekers can expect to engage in cross-functional meetings and strategic planning sessions as part of this collaborative environment.

Since 1996, we’ve worked alongside communities, courts, and those most directly affected by the justice system to build stronger, healthier, and more equitable neighborhoods. With a team of over 900 staff and an annual budget of $130 million, the Center carries out its mission through three core strategies:

  1. Operating Programs that pilot new ideas and address local challenges;
  2. Conducting original research to evaluate what works—and what doesn’t; and

It provides meaningful early diversion, supervised release for people awaiting trial, and alternative sentencing options.

Brooklyn Justice Initiatives is seeking a Program Manager for Project Reset. Reporting to the Project Director, the Program Manager will oversee the program’s day-to-day operations, including supervision of intake specialist and case managers, stakeholder coordination and community partner management. The Program Manager will also provide outreach, group facilitation, and case management services to program participants and work closely with the Director of Diversion Services & Clinical Supervision to develop new group curricula and interventions.

Responsibilities include but are not limited to:
Leadership & Management:

  • Provide weekly supervision to Intake Specialists, Case Managers, temporary staff, and interns, with a focus on coaching, performance management, and professional development;
  • Facilitate team meetings to strengthen communication, alignment, and collaborative problem‑solving;
  • Oversee day‑to‑day operations to ensure effective service delivery, coordinated workflows, and timely resolution of issues;
  • Develop and maintain staffing plans and coverage for traditional Reset and same‑day programming;
  • Collaborate with diversion leadership to refine policies and operational practices that improve efficiency, clarity, and consistency across teams;
  • Monitor team performance and participant trends, implementing strategies to close gaps and improve outcomes;
  • Provide real‑time guidance and escalation support for complex cases, operational challenges, and stakeholder concerns;
  • Manage team caseloads by assigning/reassigning cases to team members;
  • Collaborate with the Center’s Court Reform team and other Center Project sites to ensure alignment, cross‑site coordination, and application of shared best practices;
  • Collaborate with diversion program leadership on cross-program initiatives, coverage needs, special projects, and piloting new initiatives; and
  • Attend and provide managerial support to Brooklyn Justice Initiatives events and activities, as needed.

Data & Quality Assurance:

  • Oversee documentation, data entry, reporting, and quality assurance processes to ensure accuracy and compliance;
  • Partner with the Center’s Research team on evaluation activities, improvements to data collection, and reporting requirements; and
  • Track referral volume and identify trends in charges, participant needs, and program utilization to inform program adjustments and data‑driven improvements.

Training & Onboarding:

  • Assess and refine onboarding processes, training materials, and workflows to support operational readiness and consistency;
  • Identify training needs and develop structured onboarding plans for new hires;
  • Design and implement ongoing professional development opportunities to strengthen staff competencies and subject‑matter expertise; and
  • Support staff skill‑building in participant engagement, stakeholder communication, facilitation, and resource navigation.

Stakeholder & Partner Engagement:

  • Serve as a primary liaison to the Kings County District Attorney’s Office and public defense agencies regarding program eligibility, referrals, participant progress, and coordination of same‑day programming in the courthouse;
  • Support the Project Director with stakeholder engagement, presentations, and trainings for court partners and NYPD;
  • Build and maintain strong relationships with court stakeholders to promote program utilization and collaborative problem‑solving;
  • Manage relationships with community partners and subcontractors, including scheduling sessions, providing feedback on logistics or curriculum, and ensuring timely and accurate attendance reporting; and
  • Identify and cultivate community partnerships to strengthen Project Reset’s impact and expand resources available to participants.

Participant Engagement:

  • In collaboration with the Director of Diversion Services and Clinical Supervision, develop and deliver new group‑based programming for Project Reset participants;
  • Provide referrals addressing needs such as substance use, mental health, trauma, housing, and employment;
  • Ensure participants are connected with legal counsel to address court‑related issues and potential collateral consequences;
  • Conduct outreach, intake, case management sessions, and facilitate group programming;
  • Provide participants with documentation reflecting program completion and case resolution; and
  • Deliver de‑escalation and crisis intervention with guidance from the Director of Diversion Services and Clinical Supervision.

Qualifications:

  • Bachelor’s degree and at least 3-5 years of relevant experience in a criminal court or related legal‑system setting;
  • Supervisory experience preferred;
  • Experience facilitating groups, providing case management, crisis intervention, and resource navigation preferred;
  • Knowledge of courthouse operations and legal terminology is a plus;
  • Bilingual (English–Spanish) preferred;
  • Strong understanding of diversion models and familiarity with criminal legal system stakeholders.
  • Excellent written, verbal, and interpersonal communication skills;
  • Ability to engage constructively with differing or competing perspectives; and
  • High level of cultural responsiveness and ability to work effectively with people from diverse backgrounds.
