Job Summary: We are seeking an experienced Subcontract Administrator III for a position in Folsom, CA.ย This position will be responsible for managing subcontract efforts with several major suppliers to support development programs. The position entails supplier source selection, purchase order placement and administration. This includes working with program management, quality assurance and business management to ensure all applicable subcontract efforts are placed and managed to support program cost, schedule, and performance requirements. This position will support programs in both our ISR and Aerospace Divisions for specific software and hardware that will require strategizing efforts between multiple program requirements and effectively communicating these requirements to suppliers.ย  The primary focus of this position will be to lead negotiations, successful start-up and execution of a few major subcontractors supporting a development and demonstration contract with MDA.ย ย 

The successful candidate will work with program management teams to generate and manage subcontract efforts for major components procured from assigned suppliers on program and within ISO 9001 standards and AS9100D flow-down requirements.ย 

Responsibilities:ย 

  1. Work with program management teams to generate and manage subcontract efforts for major components procured from assigned suppliers on program.
  2. Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services.
  3. Perform cost/price analysis, use of cost evaluations for development of pre-negotiation strategies.
  4. Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
  5. Lead negotiations and completion of subcontract / Purchase Order (PO) documentation, invoice reconciliation, and payment.
  6. Negotiate and coordinate additions, deletions, or modifications to subcontracts.
  7. Procurement of build to print detail parts and assemblies from engineering drawings in support of various propulsion programs.
  8. Sources and purchases machinery, equipment, tooling, raw material, packaging material, parts, services and/or supplies necessary for operation of an organization.
  9. Participates with contracts administration and purchasing to develop new concepts, techniques and standards in subcontract policies and procedures.
  10. Hold procurement delegation and sign supplier agreements and purchase orders within established authority.
  11. Develops solutions to complex problems which require the regular use of ingenuity and innovation.
  12. Other related job duties, as assigned.

Required Qualifications:ย 

  • Knowledge of acquisition policies and procedures, including FAR and DFAR.
  • Working knowledge and implementation of MDA MAP/PMAP within supplier base.
  • Working knowledge of ISA 9001 standards and AS9100D flow-down requirements, including flow down of corrective action to suppliers for non-conforming processes.
  • Demonstrated problem solving skills.
  • Ability to generate quantitative improvements in supplier delivery, quality, and cost.
  • Proven exceptional communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management, with an ability to persuade and motivate action.
  • Self-motivated, persistent, hands-on, result oriented, well organized with ability to handle multiple projects. Must be proactive and have a sense of urgency and can think ahead of potential problems while demonstrating an aptitude for process improvement.
  • Four (4) years to seven (7) years of professional experience in Subcontract Administration, Supply Chain
  • Management or related fields, to include logistics, project, or business management.
  • Experience planning, managing subcontractor RFPs & RFQs and executing all elements of subcontract negotiations including but not limited to cost reductions and payment terms.
  • Bachelor's or Master's degree in Global Supply Chain, Business, Finance, or other related discipline from an accredited college/university. May consider equivalent experience in lieu of degree.
  • Must be able to travel approximately 10% of the time.
  • Must be able to obtain and maintain a U.S. Security Clearance (requires U.S. Citizenship).

ย Preferred Qualifications:ย 

  • Experience working developmental US Government contracts.
  • Working knowledge and implementation of MDA MAP/PMAP within supplier base.
  • Professional experience in a regulated industry such as Aerospace and Defense
  • Cross-functional knowledge of Supplier Quality and Engineering as they relate to subcontract management.
  • Experience and a complete understanding of an MRP / ERP system; preferably Deltek Costpoint or Oracle NetSuite.
  • Experience with Export Control laws and regulations.
