INTRODUCTION:
The Multi-Family WAP Program Manager reports directly to the Community Services Director and is responsible for planning, coordination, and oversight of Multifamily Weatherization Assistance
Program activities. This position provides programmatic, budgeting, and operational support to ensure effective, compliant, and efficient service delivery.
The Multi-Family WAP Program Manager coordinates audits, project documentation, contractor activities, and field operations; supports compliance with federal, state, grantor, and agency requirements; and advances SCHRA's mission by strengthening weatherization services for eligible households and communities.
QUALIFICATIONS:
- Valid Tennessee driver's license, reliable transportation, and proof of automobile liability
- Satisfactory background check required
- Ability to travel within SCHRA's thirteen-county service area and occasionally outside the
- service area for required training, meetings, and conferences
- Ability to obtain and maintain required program certifications within timeframes established by SCHRA, the State, or grantor requirements
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Flexible working hours; normal hours are 8:00 a.m. - 4:30 p.m., with occasional evening and weekend work required.
The work environment for this position includes both administrative operations and field-based program activities, including on-site construction-related work.
OFFICE ENVIRONMENT:
Employees perform administrative and professional tasks in a typical office setting, including computer work, use of standard office equipment, meetings, and communication with staff, clients, property owners, contractors, vendors, and external partners.
FIELD/CONSTRUCTION ENVIRONMENT:
Employees are required to perform duties in the field, including site visits, inspections,
monitoring of work in progress or completed projects, documentation of site conditions, and interaction with contractors, vendors, property owners, and program participants. Fieldwork may occur at residential, multifamily, commercial, or construction sites.
Employees may be exposed to varying weather conditions, uneven terrain, dust, noise, odors, tobacco smoke, and other typical field or construction site elements. Appropriate personal protective equipment (PPE), such as hard hats, safety vests, gloves, and protective eyewear, may be required depending on the work being performed.
PHYSICAL REQUIREMENTS:
- Standing and walking for extended periods
- Bending, stooping, and reaching
- Lifting and carrying materials up to 50 pounds
- Traveling to and from job sites, meetings, trainings, and conferences

ESSENTIAL FUNCTIONS OF THE JOB:
- The Multi-Family WAP Program Manager is responsible for the following, in addition to other duties as assigned:
- Oversee day-to-day activities of the Multifamily Weatherization Assistance Program
- Assist with planning, budgeting, scheduling, and coordination of multifamily weatherization projects
- Conduct, coordinate, or review energy surveys, audits, inspections, and recommended cost effective weatherization measures in accordance with state and federal regulations and program guidance
- Conduct or coordinate pre-work, in-progress, and post-work inspections and ensure required documentation is complete
- Provide oversight of program contractors, vendors, and field operations to support timely, compliant, and quality service delivery
- Maintain accurate, organized, and audit-ready program files, reports, project documentation, and grantor-required records
- Monitor work for compliance with federal, state, grantor, and agency policies, including health and safety requirements
- Communicate with property owners, contractors, staff, program participants, and partner agencies regarding project status, documentation needs, and program requirements
- Conduct outreach and support community awareness of Weatherization services as needed
- Attend required meetings, trainings, and conferences
- Perform other duties as assigned by the Community Services Director or agency leadership
EDUCATION AND EXPERIENCE:
- High school diploma or equivalent required; bachelor's degree in a related field preferred
- Basic understanding of weatherization, residential construction, building systems, or energy efficiency practices required
- Experience in weatherization, building inspections, construction project coordination, contractor oversight, grant-funded programs, or related work preferred
- Prior supervisory, project management, or program coordination experience preferred
- Required certifications may include BPI Energy Auditor (EA), Building Analyst (BA), Quality Control Inspector (QCI), OSHA Construction Outreach, Certified Renovator/Lead Safe, TVA
- Weatherization certification, and any other certification required by the State, grantor, or agency. Current certifications are preferred; ability to obtain and maintain required certifications may be considered based on program needs and funding requirements.
REQUIRED KNOWLEDGE AND ABILITIES:
- Working knowledge of, or ability to learn, federal, state, grantor, and agency Weatherization policies and procedures
- Ability to read, analyze, interpret, and apply written reports, contracts, technical guidance, specifications, and regulatory materials
- Ability to present information clearly to agency staff, contractors, property owners, public groups, and partner agencies
- Ability to plan, prioritize, and manage tasks, deadlines, documentation requirements, and competing demands
- Ability to exercise sound judgment, maintain confidentiality, and handle detailed and complex information accurately
- Strong site leadership, interpersonal, communication, and decision-making skills
- Ability to work independently and collaboratively in a fast-paced, mission-driven environment
- Proficiency in Microsoft Office and database management systems; ability to learn and utilize grantor and agency software platforms
