POSITION OVERVIEW:
Quanta Government Solutions is seeking a Senior Project Controls Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Senior Project Controls Manager is responsible for leading the project controls function on assigned programs, including cost management, scheduling, earned value management, and performance reporting. This role ensures project controls processes and systems deliver accurate, timely, and actionable data to support project decision-making and regulatory compliance. The Senior Project Controls Manager will oversee Cost Managers and Schedulers, manage the integrated cost/schedule baseline, and serve as the primary project controls interface with clients, project leadership, and auditors.
What You'll Do
  • Lead the development and maintenance of project cost, schedule, and performance reporting systems.
  • Implement earned value management, track key performance indicators, and provide forecasting and reporting to support program decision-making.
  • Lead all project controls activities including cost engineering, scheduling, earned value analysis, forecasting, and performance reporting across assigned programs.
  • Establish and maintain the integrated cost/schedule baseline; manage the change control process and ensure baseline integrity throughout project execution.
  • Implement and manage EVMS processes in compliance with ANSI/EIA-748 standards and BPA requirements; support certification and surveillance activities.
  • Oversee development of CPR/IPMR reporting, variance analyses, and estimate-at-completion forecasts; present performance data to project and executive leadership.
  • Manage and mentor project controls staff including Control Account Managers and P6 Schedulers; ensure team capability and bench strength development.
  • Coordinate with finance and accounting on revenue recognition, invoicing, cash flow, and Costpoint reporting requirements.
  • Support internal and external audits related to project controls, cost management, and EVMS compliance.

What You'll Bring
Required Education and Experience
  • Bachelor's degree in Engineering, Finance, Business, or related field.
  • Minimum of ten (10) years of project controls experience, including experience with large-scale infrastructure or utility projects, and at least two (2) years of experience managing controls on programs > $50M.
  • Deep expertise in earned value management, cost engineering, and scheduling.
  • Strong experience with Primavera P6 and project controls/EVMS tools (Cobra, EcoSys, or similar).
  • Experience with federal contracting and DOE program requirements.

Preferred Education and Experience
  • Experience with ANSI/EIA-748 EVMS certification processes.
  • Experience with Deltek Costpoint integration and reporting.
  • Experience with Oracle Primavera Unifier implementation.
