The Project Controls Manager will perform their duties as a member of the NewRange project team and is accountable for creating value and mitigating risks associated with Project Management Office (PMO) work scopes in the Project Development Group portfolio. The Project Controls Manager is accountable for directing project controls activities and their effective implementation to ensure project goals and objectives are met and to coordinate and implement best practices for project controls (cost and schedule) to support the engineering, design and construction of the project in line with the company guidelines.

This position will also ensure project controls best practices are known and implemented on the project to deliver its intended budget, quality and schedule by optimum efficiency and productivity of resources.The essential job functions of the Project Controls Manager position are as follows: effective execution of Project Controls program for the NewRange project in accordance with the company procedures, including weekly, monthly and quarterly capital projects performance reviews; ensure effective project reporting is consistent in the project across the portfolio to increase transparency; assist informed strategic decision making and controls processes (cost, commitments, schedule and planning, and change/trends management) to enable timely on-budget delivery of project objectives; implement and provide input to relevant processes, systems, and structures for project in line with the standard company approach; provide analytics and strategic advice to inform the Project Director, including inputs into portfolio management processes such as projects' priority rankings and investment decision evaluations.This position requires only little domestic travel. Must possess 7 years of experience with: Project Controls: providing integrated project controls services (scope development, planning, scheduling, cost estimating, budgeting, cost control/forecasting and risk management) for medium- to mega-size projects ($10M to $1B plus); Project Execution: engineering, procurement and construction, and understanding of how these functions work together to meet project objectives; Cost Control: project accounting, including cash flow, asset accounting, and budgeting; SAP experience; and experience with/knowledge of accounting and control principles; Risk Management: qualitative and quantitative risk management; Progress/Earned Value Management: progress measurement of engineering, procurement and construction; forecasting and reporting; quantity surveying; EV reporting; Planning/Scheduling: interdisciplinary project-specific planning, scheduling, progress tracking, and reporting; Software: Primavera P6, SAP, Microsoft Excel, Access, and Word; project management techniques: earned value analysis, critical path method, PERT, investment appraisal techniques, on-site construction experience; and management of cross functional project engineering projects and personnel.

Must also possess certification from PMI in Project Management Professional (PMP). This position requires only little domestic travel.
