They coordinate cross-functional teams, manage project timelines and budgets, and ensure that software products meet business goals and quality standards. Their role involves risk management, stakeholder communication, and resolving any issues that could impact project success. Software Program Managers act as a bridge between technical teams and business leaders to ensure alignment throughout the software development lifecycle.

What are the key skills and qualifications needed to thrive as a software program manager?

To thrive as a Software Program Manager, you need expertise in project management, software development life cycles, and a relevant degree, often complemented by experience in leading technical teams. Familiarity with tools such as Jira, Microsoft Project, and Agile or Scrum certifications is typically required for planning and tracking progress. Strong communication, stakeholder management, and problem-solving abilities are crucial soft skills for aligning teams and managing expectations. These competencies are vital to deliver projects on time, within scope, and to ensure effective collaboration among cross-functional teams.

How does a software program manager typically collaborate with development and QA teams to ensure project success?

A Software Program Manager works closely with both development and QA teams to align project timelines, clarify requirements, and address roadblocks as they arise. Job description

  • Technical Program Manager
  • Department: Missions Line of Business
  • Location: ICEYE Espoo / Warsaw
  • Reports to: Mission Program Director
  • Employment type: Permanent
  • Working type: Hybrid (3 days / week in office)
  • Employment is subject to applicable security screening
Why This Role Matters

As a Technical Program Manager you will support the delivery of complex Satellite Mission programs end-to-end with deep technical ownership, ensuring customer success, on-time execution, and scalable delivery excellence.

You will work across the Portfolio focusing on the technical thread of customer missions—from requirements capture through system acceptance and delivery—acting as the technical authority/interface between the customer and ICEYE's engineering, product, and operations teams. Your role bridges program governance and system engineering: ensuring mission requirements are understood, flowed down, tracked, and validated, while maintaining configuration control and driving cross-functional technical alignment throughout the program lifecycle.

This role directly contributes to ICEYE's ambition to become the leading provider of space-based ISR infrastructure by scaling reliable, high-impact mission delivery globally.

The role will be based in Finland or Poland at the ICEYE facility. Travel to customer sites is required.

Who We Are

ICEYE is the world leader in sovereign intelligence from space. We deliver persistent monitoring capabilities to detect and respond to changes in any location on Earth.

ICEYE owns the world's largest and most advanced SAR (synthetic aperture radar) satellite constellation. To our customers we provide intelligence with unmatched quality, latency and revisit times, in any weather, day or night. To governments who choose to operate their own constellation we provide this proven capability as a sovereign system.

ICEYE-built constellations serve customers in defence and intelligence, environmental monitoring, insurance and emergency management. We enable fast decisions that contribute to a safer future.

Founded and headquartered in Finland, ICEYE operates globally with over 1000 employees across Europe, North America, the Middle East, and Asia-Pacific.

Expected Outcomes & Requirements Outcomes
  • Customer technical requirements are accurately captured, baselined, and flowed down to engineering teams, ensuring all mission commitments are fully traceable from contract to delivery.
  • Customers experience a consistent, high-trust technical partnership, with a single accountable interface that understands their systems and operational needs throughout the program lifecycle.
  • System integration, verification, and validation activities are planned and executed rigorously, ensuring all delivered capabilities are compliant with mission and contractual requirements.
  • Configuration and interface control is maintained across all mission segments—satellite, ground, networks, and user interfaces—minimising risk from upgrades, changes, and inter-system dependencies.
  • Technical risks, discrepancies, and gaps are identified early, escalated effectively and resolved proactively through structured coordination across software, hardware, operations, and QA teams.
  • Cross-functional technical teams operate in alignment, with clear ownership and system-level perspective maintained across all reviews, delivery milestones, and readiness checks.
  • Technical documentation—including CONOPS, ICDs, verification matrices, mission analysis, and acceptance reports—is delivered on time and kept current with the actual system implementation.
Role-Specific Competencies
  • 5+ years' experience delivering complex, multi-stakeholder technical programs in advanced technology environments (e.g. space, defence, telecom, automotive, IT)
  • Proven ability to own the technical customer interface, managing senior stakeholders and translating operational requirements into engineering deliverables
  • Hands-on experience with requirements management, traceability, and configuration control across hardware, software, and system-level domains
  • Demonstrated involvement in system integration, verification and validation (V&V) planning and execution, including acceptance testing campaigns
  • Strong cross-functional technical coordination skills across engineering, product, and operations disciplines
  • Experience of carrying out analysis and mission design using software packages such as STK, SaVoir, MONTE or GMAT
  • Excellent communication skills across technical and non-technical audiences, including formal reviews (SRR, PDR, CDR, DRR)
  • Degree in engineering, systems engineering, computer science, or a related technical field
  • Must have or be able to obtain required security clearances
Nice-to-have
  • Experience in Earth Observation (EO), SAR, or remote sensing
  • Background in space mission systems or satellite ground segment development
  • Experience working with government or defence customers on classified or sovereign programs
  • Knowledge of hardware/software integration, API control, and embedded systems
  • Familiarity with ESA or equivalent program documentation frameworks
  • Advanced degree (Master's) or relevant certifications (e.g. PMP, PgMP, INCOSE CSEP)
