We are seeking to hire candidates for our Sr Project Engineer (E&C) (1017) - Trolley Modernization within the Program Delivery Office.

Salary: Up to $116,428 annually

Additional $5,000 salary increase for those with a PE/RA License

OVERALL DESCRIPTION

This position will be within our Program Delivery Office and is responsible for undertaking engineering assignments that are considered to be of"significant complexity" in size and scope. This position is further responsible to provide technical support anddirection for engineering/quality assurance activities including the definition and coordination for design review andimplementation, establishing inspection plans, program/project development and consulting, and continuous improvement approaches to ensure activities are consistent with SEPTA mission values andgoals.

The Senior Project Engineer for the Program Delivery Office will be responsible for managing Utility Coordination for supporting design and construction projects within the Trolley Modernization Program and supporting other projects as assigned.

The Senior Project Engineer must have an extensive background and knowledge of broad areas of engineering and construction principles and practices, and be familiarwith business practices. This position manages aspects of various projects as assigned by the Project Manager, to ensure that project planning, design, implementationand completion meet the requirements and needs of SEPTA, and the requirements of all the agencies, governments, special interest groups, and the general public towhich SEPTA is responsible. The Senior Project Engineer plans, develops, coordinates and directs an element of a large/complex project or a number of smaller projects. The Senior Project Engineer must come in contact with people at higher organizational levels, both within SEPTA and outside the Authority. His/Her contacts includeDepartment Managers within SEPTA, as well as consultant and contractor firm Assistant Vice Presidents, Federal, State, City and local government officials. The individualmust possess the ability to communicate effectively in an executive, non-technical environment.

SECIFIC RESPONSIBILITIES
  • Consults with managerial level as necessary in project/program definition.
  • Exercises proper judgment in application of advanced engineering and quality assurance principles.
  • Assists in preparation of budgets for proposed projects/programs and work to be contracted to a third party.
  • Demonstrates effective technical writing skills.
  • Provides highly specialized technical expertise in support of project/program activities.
  • Assists manager on request in furtherance of his/her duties.
  • Complies with all Authority and departmental safety and security policies and procedures as well as allapplicable job safety responsibilities. Reports any safety concerns, compromises or hazards affectingoperations, the public, self and/or other employees. Responsible for personal safety and is encouraged topromote the safety of others.
  • Performs other duties as assigned.
ADDL / DISCIPLINE RESPONSIBILITIES
  • Consult with Project Manager in project definition (scope and objectives) and determination of project sand/or program feasibility.
  • Prepares budgets, schedules, program and force account plans for proposed projects.
  • Prepares Requests for Proposals, and manages consultant contracts, and coordinates design concepts and reviews with Operations departments. May represent the Authority with special interest groups and/or local communities, and present designs at public meetings.
  • Assists Project Manager during the procurement and/or construction stage of a project. This includes project management, construction management, and coordination with governmental agencies and SEPTA's Operating departments.
  • Assists Project Manager in project management tasks and directs Project Engineers/Architects.
  • Responsible for managing projects, determination of resources, and maintaining budget and schedules.
  • Supervises, coordinates, and reviews the work of a small team of engineers and construction inspectors, estimates manpower needs, and schedules, and assigns work to meet schedule.
  • Consults with supervisors concerning unusual problems, developments, contractual and policy matters.
  • Responsible for training Project Engineers/Architects in the duties of project management and for training Senior Construction Inspectors and Senior Field Engineers in the duties of project supervision.
  • Makes decisions independently with regard to engineering problems and construction methods
QUALIFICATIONS AND EXPERIENCE
  • Bachelor of Science Degree in relevant engineering field, e.g., Civil, Mechanical, Electrical, Environmental,etc., OR Bachelor of Architecture, and seven (7) years of proven relevant engineering experience required.
  • Excellent verbal and written communication skills required. Ability to communicate effectively in a professional manner while working with all levels of personnel including outside agency personnel required. 
  • Must possess an understanding of construction project management techniques.
  • Willingness to work evenings and nights as required to attend meetings and complete project work.
  • Valid driver's license required.
  • Proficiency in CAD preferred. Familiarity with various types of engineering software preferred.
  • Master's degree or PMP preferred.
