Senior Programmer

Location: San Diego, CA
Clearance Level: Secret

Summary:
3 Reasons Consulting, LLC is seeking an experienced Senior Programmer to support software development projects for the Naval Health Research Center (NHRC). This role requires full ownership of projects from initiation through completion, ensuring customer requirements are translated into customized, high-quality technical solutions.

The ideal candidate will leverage extensive expertise in software development, systems analysis, and lifecycle management to design, develop, maintain, and modernize applications that support mission-critical healthcare and research operations. This is an excellent opportunity for a highly skilled developer who thrives in a collaborative environment and is committed to delivering secure, efficient, and scalable IT solutions.


Services to be performed include, but are not limited to:
• Utilize expertise in programming languages such as Python, Visual Basic, C++, and .NET for software development.
• Capture user requirements and develop functional specifications for tailored solutions, including pilots and prototypes to validate customer needs.
• Develop, maintain, and upgrade local applications using .NET programming languages to ensure a secure and efficient IT infrastructure.
• Migrate legacy applications to modern standards with minimal disruption to operations.
• Use ETL tools, data validation, data mapping, and migration tools to support application transformations.
• Maintain data quality, compliance, and standards throughout migration and modernization efforts.
• Develop and optimize systems such as Data Management Systems, Analytical Tools, and Electronic Medical Record (EMR) integrations.
• Collaborate closely with cross-functional teams, stakeholders, and end users through meetings, code reviews, and output reviews.
• Analyze business workflows, identify inefficiencies, and develop automation solutions to improve processes.
• Use Visual Studio and related development tools to support programming tasks.
• Create, maintain, and update all programming and systems documentation for future reference and compliance.
• Take full ownership of projects to ensure all customer requirements are clearly understood and successfully met.
• Drive projects to completion using software development lifecycle management best practices.


Required Education and Experience:
• Minimum of five (5) years of experience as a systems analyst or software developer.
• Experience with Software Development Lifecycle Management and industry best practices.
• Hands-on experience in application development using .NET, C++, C#, F#, Visual Basic, and Python.
• Bachelor’s degree in Information Technology, Cybersecurity, Data Science, Information Systems, or Computer Science preferred.
• Must be located in the San Diego, CA area.
