This senior Program Specialist position is located the Office of Analytics (AN), Deputy Assistant Secretary for Research and Analytics (RA),
Bureau of Global Public Affairs (GPA/RA/AN), Department of State (DOS).
The position is for a senior Program Specialist who provides senior-level program support for the Office ofย Analytics' Northstar tool, which empowers Department users with expert data and analysis of the global mediaย environment.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience serving as a liaison between executive leadership, software development teams, and international user communities to support the implementation, enhancement, and operational effectiveness of mission-critical technology tools supporting national security objectives.
- Experience leading strategic stakeholder engagement initiatives for government-wide technology adoption programs by analyzing user behavior patterns, identifying adoption challenges, and developing data-driven recommendations to improve user engagement and program effectiveness.
- Experience designing and implementing knowledge management architectures for complex analytical platforms including developing automated workflows, establishing performance metrics frameworks, and improving operational efficiency through process optimization and information-sharing strategies.
There is no substitute of education for specialized experience for the GS-14 position.
