Job Description

The Senior Program Analyst (SPA) is responsible for building and managing our government client programs supporting the Planning, Programming, Budgeting, and Execution (PPBE) process. The SPA will also be responsible for tracking the budgets and maintaining an accurate picture of the execution year, spend plans, commitments, and obligations, and have a general understanding of the program's requirements. The SPA will track the president's budget inputs and submission and address Congressional questions including UFRs, Marks etc. Additionally, the SPA will manage the Program Objective Memorandum (POM) build, consolidating inputs from subordinate organizations to present J8 with a unified POM input for supporting programs. The SPA will also need to build relationships with the J8 and other Directorates to successfully obtain information to support our government client programs.

Duties and Responsibilities
  • Advise and assist our government client with preparing and presenting DoD program decision briefings for Overarching Integrated Product Teams (OIPTS), Acquisition Resource Boards (ARBs), and Quarterly Program Reviews (QPRs).
  • Advise and assist with the preparation, implementation, and management of program strategies for Command programs.
  • Advise and assist with developing and managing programs and PMPs to include the reporting of program activity for command programs.
  • Assist in providing responses to mission impacts, acquisition cycles, improvement processes, and resource utilization.
  • Assist in the preparation of Program Baseline documents.
  • Assist with developing program plans and documentation, generating and executing program budgets/funding, creating, and maintaining program schedules, tracking program status, planning and managing procurement and contract activities, managing and analyzing program risks, and supporting program acquisition activities.
  • Assist the Command Program Managers (CPMs) with the overall planning, coordination, and execution of activities by creating program/project documentation, executable work packages, and planning packages to include preparation, coordination, and modification of program processes, publications, program/project level reports, briefings, and senior management support products.
  • Advise and assist our government client with creating strategies to implement longโ€‘term and annual performance measures to support command goals and objectives.
  • Assist with maintaining upโ€‘toโ€‘date status and progress of command programs and projects, through periodic and formal reviews as well as reports and informal meetings.
  • Assist with responding to queries from internal and external sources.
  • Assist with providing data to support sound strategic business decisionโ€‘making.
  • Create and modify documentation to support program reviews.
  • Create briefings and reports for reviews to assist CPMs.
Qualifications
  • Master's degree required plus 10 years of experience in relevant experience. In lieu of a Master's degree, a Bachelor's degree with an additional 2 years of experience in performing requirements for a total of 12 years; or HS diploma/Associate's degree with an additional 6 years of experience in performing requirements for a total of 16 years.
  • Understanding of the DOD PPBE POM Processes.
  • Understanding Action Officer responsibilities such as responding to Workflow Management System (WMS) taskers.
  • Experience/familiarity with DOD Financial and Budget Management Systems (such as DAI, GFIB, DEAMS, etc.)
Security Clearance Requirements
  • Candidate must possess a current Top Secret/Sensitive Compartmented Information (TS//SCI) level clearance with CI polygraph.
