Job description

Senior Procurement Agent

Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Senior Procurement Agent (Level 4) to join our Supply Chain Contracting team in Huntsville, Alabama to act as an authorized agent of the company with the responsibility to commit company resources through contracts and agreements for the procurement of goods and services.

As a Senior Procurement Agent, you will create and manage major supplier purchase contracts in support of BDS Programs. Candidates should have experience with the entire procurement life cycle to include developing Supplier Buy to Packages, Requests for Proposal, evaluating bids, creating and issuance of Purchase Contracts, and pre/post award contract administration through closeout.

Purchase Contracts can range from high to low dollar value for all types of commodities and services. Purchase contract price types will also vary, including Cost Reimbursable Incentive Fee/Award Fee, Firm-Fixed Price, and Time & Material.

Overall this position requires an individual who can manage multiple subcontracts expeditiously, while ensuring that policies and procedures are followed. Additional responsibilities could include issuance and administration of Teaming Agreements, Proprietary Information Agreements, New Business and Proposal Support.

Position Responsibilities:

  • Develops prioritization plans for delivery of products, services and data
  • Conducts reviews and modify buy authorization plans
  • Consults with management on sourcing strategies, proposal and contract development
  • Prepares and executes negotiation strategies resulting in contractual documents and binding agreements
  • Consults with the Integrated Product Team (IPT) on the development of supply base management plans
  • Monitors supplier capability, capacity and business health and reports issues or concerns
  • Monitor supplier import and export regulatory requirements and reports issues or concerns
  • Leads negotiation of pricing and contract terms and conditions
  • Consults with external customers to resolve supplier performance issues
  • Participates on supply chain process improvement teams and identifies improvement opportunities for potential integration into supplier contract strategies
  • Provides oversight and management of supply and demand, schedules, supplier quality, delivery and financial performance
  • Leads supplier performance teams to develop strategic supplier solutions across programs and commodities

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at one of the listed location options.

This position requires the ability to obtain access to a National Aeronautics and Space Administration (NASA) facility.

This position must meet U.S. export control compliance requirements. To meet U.S. export control compliance requirements, a "U.S. Person" as defined by 22 C.F.R. 120.62 is required. "U.S. Person" includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

Basic Qualifications (Required Skills/Experience):

  • More than 3 years of experience in Supplier Management/ Procurement as a Purchasing Agent or Buyer
  • More than 3 years of experience with Supplier Management or Procurement practices and processes
  • More than 3 years of experience drafting, negotiating and executing complex contracts and subcontracts
  • More than 3 years of experience interpreting and/or enforcing contract terms and conditions
  • More than 3 years of experience leading proposals, contract terms and conditions development, and negotiation efforts
  • More than 3 years of experience with various contract types for example: Time & Materials, Firm Fixed Price, Cost Plus type Government contracts, etc.

Preferred Qualifications (Desired Skills/Experience):

  • Bachelor's degree or higher
  • More than 5 years of experience with Earned Value Management (EVM)
  • More than 5 years of experience in proposal development and contract negotiations with U.S. Government Customers
  • More than 5 years of experience in administrating Cost Reimbursable purchase contracts
  • More than 5 years of experience working with U.S. Department of Defense contracts
  • More than 5 years of experience with FAR (Federal Acquisition Regulations)
  • More than 5 years of experience and/or training with the Truth in Negotiations Act (TINA)

Typical Education/Experience:

Typically 10 or more years' related work experience or relevant military experience. Advanced degree (e.g. Bachelor, Master, etc.) preferred, but not required.
