About the Role
Join a pivotal technology team supporting the Texas Comptroller of Public Accounts (CPA) as a Senior PeopleSoft Recruiting Technical Lead. Leverage your expertise to lead the transition of over 40 state agencies from Oracle Taleo SaaS to Oracle PeopleSoft Recruit (TAM/CG). Work independently and collaboratively with a diverse, high-performing team, both on-site and remotely, and make a direct impact on statewide recruiting technology.
Responsibilities
- Lead the technical transition from Oracle Taleo to PeopleSoft Recruit, ensuring seamless migration for multiple state agencies.
- Provide advanced technical support for CAPPS Recruit, collaborating with software vendors and managed service providers to drive performance and innovation.
- Gather and analyze business requirements for large-scale projects, ensuring alignment with strategic objectives.
- Oversee functional and technical design reviews, identifying gaps and ensuring architectural alignment.
- Review code for compliance with CPA standards and support code migration.
- Maintain system accessibility, ensuring all digital products meet WCAG 2.1 standards.
- Support data integration, reporting, and direct data access using tools like Tableau, Power BI, Oracle SQL Developer.
- Respond to and resolve Level 2 service desk tickets and support disaster recovery/upgrade testing activities.
- Ensure all work aligns with ITIL standards and information security frameworks (NIST).
- Prepare and conduct executive-level presentations and contribute to annual SOC-1 audits.
- Collaborate with cross-agency stakeholders, offering actionable recommendations that comply with CPA standards.
Required Skills and Experience
- 10+ years' direct Texas public sector experience supporting state government agencies.
- 10+ years' experience with CPA application systems and technical project management.
- In-depth knowledge of PeopleSoft HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, Oracle 11+.
- Strong experience with ITIL methodologies, IT service desk functions, and SDLC processes.
- Proven ability to create/manage strategic roadmaps and conduct executive-level presentations.
- Demonstrated experience in data integration, data quality, and interpreting contractual language for vendor management.
- Experience supporting Oracle Taleo Recruit SaaS in a multi-tenant environment for 40+ agencies.
- Experience with at least three reporting tools: Tableau, Power BI, Oracle SQL Developer.
- Successful planning/execution of large-scale migration from Oracle Taleo to PeopleSoft Recruit (TAM/CG).
Preferred Skills
- 10+ years' experience with industry best practices in software/hardware management.
- 10+ years' experience developing technical specifications for IT procurement.
- 5+ years' supporting Oracle PeopleSoft Recruit (TAM/CG) applications.
