Overview

BerryDunn is seeking a Senior Business Analyst to support Hawaiʻi Med-QUEST’s (MQD) H.R.1 implementation activities. This role will focus on the Software Development Life Cycle (SDLC) coordination, release lifecycle management, requirements analysis, testing/User Acceptance Testing (UAT) readiness, and business process alignment across systems, operations, policy and training.

The Senior Business Analyst will work with program leadership, business partners, system teams, and internal workstreams to translate scope, policy, and operational needs into clear business requirements, release documentation, testing plans, and implementation supports.

Travel expectations: This role may require travel up to 25% of the year.

You Will
  • Coordinate SDLC and release lifecycle activities, including planning, requirements, design, testing, training readiness, go-live, and post-deployment follow-up.
  • Develop and maintain business requirement documents, process documentation, decision logs, action item trackers, release materials, testing inputs, and implementation documentation.
  • Coordinate business requirements review, design review, release planning, and sign-off activities with internal teams, State stakeholders, system teams, and other vendor partners.
  • Support testing and UAT readiness, including test plans, testing scenarios, test script inventories, UAT communications, validation activities, defect tracking, production validation, and UAT wrap-up.
  • Partner with operations, policy, and training stakeholders to identify release impacts, operational changes, training needs, screenshots, demos, and staff readiness considerations.
  • Support deployment and post-deployment activities, including go/no-go readiness, go-live preparation, release report cards, retrospectives, and follow-up with client and vendor partners.
You Have
  • Minimum three (3) years of experience in a comparable senior business analyst, systems implementation, Medicaid implementation, consulting, or operations transformation role.
  • Experience with SDLC coordination, release lifecycle management, requirements analysis, requirements development, testing/UAT planning, operational readiness, implementation planning, or business process alignment.
  • Strong facilitation, writing, analytical, communication, stakeholder coordination, and documentation skills.
  • Ability to synthesize policy, operational, technical, testing, training, and stakeholder input into clear requirements, decisions, risks, action items, and implementation supports.
  • Ability to handle sensitive program, operational, and client information in alignment with confidentiality, PII/PHI, and HIPAA expectations.

Preferred Qualifications/Experience:

  • Experience supporting Medicaid eligibility, enrollment, health and human services, or public sector systems implementation projects.
  • Experience coordinating release lifecycle activities across requirements, design, testing, training readiness, deployment, and post-release evaluation.
  • Experience with release calendars, design documents, test plans, test script inventories, UAT materials, go/no-go readiness, release report cards, or retrospective materials.
  • Familiarity with Medicaid eligibility, claims, or integrated eligibility systems is a plus.
Compensation Details

The base salary range targeted for this role is $95,000-$125,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications more than the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
