What is senior management?

Senior management refers to the group of high-level executives in an organization who are responsible for strategic decision-making and overseeing the overall direction of the company. This typically includes positions such as Chief Executive Officer (CEO), Chief Financial Officer (CFO), Chief Operating Officer (COO), and other executive roles. Senior managers set organizational goals, allocate resources, and ensure that business objectives are met. They play a critical role in shaping company policies, guiding middle management, and representing the organization to stakeholders. Their leadership significantly impacts company culture and long-term success.

What are the key skills and qualifications needed to thrive as a senior manager, and why are they important?

To thrive as a Senior Manager, you need strong leadership abilities, strategic planning skills, and a proven track record of managing teams and delivering results, often supported by a relevant degree and significant managerial experience. Familiarity with project management tools, performance analytics systems, and possibly certifications like PMP or Six Sigma are typically required. Exceptional communication, decision-making, and emotional intelligence set standout leaders apart in this role. These competencies are vital for driving organizational success, fostering high-performing teams, and navigating complex business challenges.

How does a senior management role typically interact with other departments to drive organizational goals?

Senior Management professionals play a pivotal role in aligning various departments toward achieving the organization's strategic objectives. They frequently collaborate with heads of departments such as Finance, Operations, HR, and Marketing to ensure cohesive planning and execution of company-wide initiatives. Regular cross-functional meetings, strategy sessions, and performance reviews are common, enabling Senior Management to provide guidance, resolve bottlenecks, and foster a culture of open communication. This collaborative approach is essential for maintaining organizational agility and sustaining long-term growth.

ClearGov is building the modern financial operating layer for the public sector.

We help US local governments and school districts plan, budget, report, and communicate their finances with clarity and confidence. From long-term planning to financial reporting, compliance, and transparency, our platform connects the work finance teams are already doing and makes it easier to deliver for their communities.
Today, more than 2,000 public sector organizations use ClearGov, and we continue to expand our platform and reach as we grow.

Our Core Values
  • Be Clear & Credible
    • We are authentic in our interactions, communicating with clarity, speaking with honesty, and following through with consistency. We turn transparency into our greatest competitive advantage.
  • Be Human
    • We are human partners to our colleagues and customers and lead with consideration and kindness - making space for others to do the same. We turn empathy into a shared strength.
  • Be Better Together
    • We are committed to building an inclusive community where everyone thrives. We share successes, support each other through challenges, and show up for our teammates the way we show up for our customers. We turn togetherness into our greatest advantage and collaboration into our greatest multiplier.
  • Be Honourable/Honorable
    • We are responsible to our colleagues and customers. We bring our full selves to every conversation, every project, every decision, and every relationship. We act with intention, deliver on our commitments, and lead with integrity - even when no one is watching. We turn honour into the foundation that powers everything we do.
  • Be Connected
    • We are culture builders where people are seen, welcomed, and celebrated. We show up in every interaction - the laughs, the wins, the hard days. We turn connection into opportunities for people to feel they belong.

What Makes You a Great Fit
  • You take ownership and follow through
  • You communicate clearly and effectively
  • You're comfortable solving problems and figuring things out
  • You learn quickly and adapt as things change
  • You care about the team, not just your own work
  • You bring a sense of humor and perspective to what you do
About the Opportunity

We're hiring a Senior Manager, PMO to build, professionalize, and scale our project management function from the ground up. This is a hands-on leadership role for someone who can operate at both the strategic and tactical level, designing repeatable processes and templates one day, sitting in a client escalation call the next, and coaching a growing team of project managers throughout.
You will be a foundational leader as we scale 3x over the next 3-4 years, directly shaping how we deliver, implement, and retain government clients at scale. This is a player-coach role.

Key Responsibilities:

Team Leadership & Talent Development

  • Build, hire, and lead a high-performing team of Project Managers / Implementation Managers, scaling the team and processes in line with company growth (from $50M to $150M ARR)
  • Establish career pathing, performance management, coaching frameworks, and onboarding programs for PMO staff
  • Foster a culture of accountability, client-centricity, and continuous improvement
  • Act as a player-coach — hands-on in delivery while developing direct reports into future leaders

PMO Build-Out & Process Ownership

  • Stand up the formal PMO function: governance model, methodology, and delivery playbooks appropriate for public sector implementations
  • Design and implement standardized templates for project charters, implementation plans, status reporting, RAID logs, and change orders
  • Define and continuously improve intake-to-close delivery workflows, ensuring consistency and scalability across a growing project portfolio
  • Establish KPIs and dashboards to track project health, resource utilization, on-time/on-budget delivery, and client satisfaction

Client-Facing Delivery & Escalation Management

  • Serve as a senior escalation point for at-risk or high-visibility government client implementations
  • Partner directly with client stakeholders (agency leadership, CFOs, procurement) to manage expectations, timelines, and scope
  • Lead executive-level status reviews and steering committee meetings for strategic accounts
  • Systems, Tools & Reporting
  • Influence and optimize the PMO's tool stack
  • Ensure clean data flow and reporting between CSM, Support, Sales, and Delivery systems
  • Own KPIs including backlog, at-risk reporting, projected go-live dates, and budgets vs. actuals

Cross-Functional & Strategic Contribution

  • Partner with Sales, Customer Success, Product, and Engineering to ensure smooth handoffs and alignment on client commitments
  • Provide input into resourcing models and hiring plans as the company scales toward $150M ARR — looking for opportunities for continuous efficiencies
  • Contribute to broader operational scalability initiatives, including pricing/packaging of services, SOW standardization, and delivery capacity planning

Critical Skills/Experience:

Experience

  • 7+ years in project/program management, with 3+ years in a PMO leadership or team management capacity
  • Experience in SaaS, ideally with GovTech, public sector, or highly regulated environments
  • Demonstrated success building or scaling a PMO function from an early or informal stage into a structured, repeatable practice
  • Track record of managing and growing a team of PMs/Implementation Managers (hiring, coaching, performance management)
  • Direct experience with Salesforce, Rocketlane, ChurnZero (or comparable implementation/PS tools), and Gong (or comparable call intelligence platforms)
  • Experience managing client escalations at the executive level, ideally with government or public sector clients
  • Strong understanding of both Agile and traditional/Waterfall methodologies, with the judgment to apply the right approach by client and project type

Skills & Attributes

  • Builder mentality — comfortable creating structure and process where none exists
  • Excellent executive presence; confident leading conversations with government stakeholders and internal leadership
  • Strong financial/operational acumen (utilization, margin, resourcing, forecasting)
  • Calm under pressure; skilled at de-escalating tense client situations
  • Data-driven, with the ability to translate metrics into action
  • Passion for public sector, mission-driven work
  • Excels at the player-coach role

Preferred Qualifications

  • PMP, PgMP, or equivalent certification
  • Experience with public sector procurement cycles, RFPs, and government contracting nuances
  • Prior experience in a company scaling through hypergrowth (PE-backed company)
Compensation:
  • In the spirit of transparency, we are excited to share the base salary for this position is $115,000 - $135,000 USD and exclusive of fringe benefits or potential bonuses. If you are hired at ClearGov, your final base salary compensation will be determined by factors such as skills, interview performance, education and/or experience. In addition to those factors, we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is the full base salary for the role. Hiring beyond the base range would not be typical in order to allow for future & continued salary growth. We also offer a generous compensation and benefits package (more information on benefits listed below).
