Compensation: $143,000 – $163,000 annually

The Opportunity

We are partnering with a mission-focused organization to identify a Senior Construction Manager (FN) supporting a customer at Fort Meade, MD. This role is designed for a senior construction leader who can ensure projects are executed safely and in full compliance with contract requirements—providing strong field leadership, disciplined reporting, and expert technical guidance to the COR in a secure federal environment.

Job Overview

The Senior Construction Manager provides senior-level oversight of construction execution and inspection across architectural, structural, mechanical, and electrical scopes. The role verifies compliance with contract documents through on-site inspections and submittal review, maintains detailed project logs and daily reporting, enforces safety standards (OSHA, NFPA, OHWB), and supports commissioning and closeout deliverables. This position also provides technical support to the COR on change orders and constructability issues.

Key ResponsibilitiesField Oversight, Inspection & Compliance (35%)
  • Perform on-site inspections of construction projects across architectural, structural, mechanical, and electrical disciplines.
  • Verify construction activities and installations conform to drawings, specifications, approved submittals, and contract requirements.
  • Identify non-conforming work, document deficiencies, and support corrective action follow-through.
Submittals, Shop Drawing Review & Constructability Support (20%)
  • Review shop drawings and material submittals for compliance and constructability prior to installation.
  • Provide technical guidance on constructability conflicts, sequencing constraints, and field impacts to schedule and quality.
  • Support the COR with technical insight to inform decision-making and issue resolution.
Reporting, Logs & COR Interface (20%)
  • Maintain inspection logs and daily reports capturing progress, field conditions, issues, and resolutions.
  • Provide timely findings and recommendations to the COR and project stakeholders.
  • Track open items and ensure closure documentation is complete and accurate.
Safety Leadership & Standards Enforcement (15%)
  • Enforce safety compliance requirements, including OSHA, NFPA, and OHWB standards.
  • Escalate unsafe conditions immediately and ensure mitigation actions are initiated and verified.
  • Promote a consistent safety-first culture across contractors and project personnel.
Commissioning & Closeout Execution (10%)
  • Support commissioning and closeout deliverables, including punch lists, O&M manuals, as-built documentation, training coordination, and final inspections.
  • Verify readiness for turnover and acceptance criteria completion across systems and trades.
Job Scope

This role supports mission-critical facilities construction within a secure federal environment, requiring senior judgment, strong multi-trade fluency, and disciplined documentation. Success is measured by compliance with contract documents and codes, proactive issue identification and resolution, safety adherence, and clean turnover through commissioning and closeout.

Skills & ExperienceMinimum Qualifications
  • U.S. Citizenship required.
  • Security Clearance: TS/SCI with Poly (required).
  • Certification: Active Certified Construction Manager (CCM) required.
  • Education: BA/BS in Construction Management, Architecture, Engineering, or Construction Science.
  • Experience: 10+ years of construction management experience.
  • Thorough knowledge of construction inspection principles, facilities engineering technologies (mechanical, electrical, building), QA/QC methodologies, and applicable building codes and standards.
Preferred Qualifications
  • Experience supporting federal or secure facility construction programs with strong COR interface.
  • Proven ability to support change order reviews, constructability analysis, and field-driven risk mitigation.
  • Strong experience driving commissioning/closeout deliverables (punch lists, O&M manuals, as-builts) to completion.
