POSITION OVERVIEW

The Program Manager III provides enterprise-level leadership, integration, and accountability for all activities performed under the MACC-TTE task order. The position carries full contractual authority to bind the Contractor on program matters and serves as the primary interface between KMI/Sentar and the Government COR, COTR, and senior INNG leadership. The Program Manager directs all contractor and subcontractor personnel across cyber range operations, testing, training, and experimentation support at the Muscatatuck Training Center (MuTC).

Duties And Responsibilities

The candidate will perform the following duties.

  • Serve as the primary contractual point of contact with full authority to bind the Contractor on all matters relating to the task order per PWS Section 3.1.
  • Provide overall management of MACC-TTE operations including directing all contractor and subcontractor personnel, performance reporting, and schedule execution.
  • Execute and monitor all program activities; manage changes to scope, cost, and schedule; maintain contract compliance with all PWS tasks and CDRLs.
  • Prepare and update program plans, status reports, and event support documentation for all MACC-TTE testing, training, and experimentation events per PWS Section 3.3.
  • Track, analyze, and report key performance metrics to the Government as directed per PWS Section 3.1.
  • Conduct tours, technical briefings, and demonstrations for Senior State, national, and international-level leaders visiting MuTC per PWS Section 3.7.
  • Represent MACC-TTE at national-level working groups, inter-agency coordination forums, and DoD exercise planning events per PWS Section 3.8.
  • Ensure compliance with all PWS safety, security, DD Form 254 requirements, and SCI Addendum requirements throughout the life of the task order.
  • Manage the 30-day phase-in period, ensuring 100 percent Key Personnel staffing and operational continuity within the required timeline.
MINIMUM QUALIFICATIONS

Candidates must possess the minimum experience and qualifications listed below.

  • Minimum ten (10) years of progressive program management or senior DoD/Defense Industry leadership experience, with at least five (5) of those years in direct management of Cyber Range, IT/OT Technology, C5ISR, or multi-domain DoD programs.
  • Active Project Management Professional (PMP), Program Management Professional (PgMP), or DAU Level III Program Management certification.
  • Demonstrated senior-level DoD experience as a military Field Grade Officer (O-4 or above), E-8 or higher NCO, or GS-13 or above civilian with program management responsibilities.
  • Demonstrated experience managing contracts or programs with CPFF cost structures, CDRLs, and multi-party subcontractor relationships in a DoD environment.
  • Working knowledge of DoD Cyber Range architectures, IT/OT integration environments, EW/RF systems, and C5ISR platform support.
  • Demonstrated experience briefing General Officer/Senior Executive Service-level audiences and representing programs at national-level working groups.
  • Proficiency with program management and collaboration tools including Microsoft Project, SharePoint, and Government ERP systems (GFEBS, CHESS).
Certifications

Possession of one or more of these certifications is preferred.

  • DAU Level III Program Management Certification
  • Certified Program Management Professional (PgMP)
  • ITIL Foundation or higher
  • DoD 8140.03 / DoD 8570.01-M IAM Level II or III (CISM, CASP+, CISSP)
  • Lean Six Sigma Green or Black Belt
Technical Environment

The candidate will operate within the following technical environment.

  • DoD Cyber Range and multi-domain operations environment encompassing IT/OT integration, CEMA, EW/RF infrastructure, C5ISR systems, and ICS/SCADA training networks at MuTC.
  • Program management platforms: Microsoft Project, SharePoint, Teams.
  • Government logistics and acquisition systems: GFEBS, CHESS, PIEE.
  • CPFF task order management with CDRL reporting requirements.
  • Agile/hybrid methodologies adapted for range event support and testing cycles.
Clearance Level Required
  • Top Secret / Sensitive Compartmented Information (TS/SCI).
