Job description

LEMOINE, a Great Place to Work®-Certified company, is seeking a seasoned Proposal Specialist within our Disaster Division. The Seasonal Technical Expert provides expertise including writing, reviewing and editing disaster-related proposals across federal, state, or local government contracts, with a focus on providing technical expertise support for disaster recovery, preparedness, and response (e.g., FEMA, DHS, CDBG-DR, CDBG-MIT and state emergency management agencies). The ideal candidate brings 15+ years of experience in technical understanding of programs and writing technical approaches that are compliant with federal, state, or local solicitations.

Job Responsibilities:

  • Technical Writing Support
    • Manages technical writing tasks to be timely with proposal schedules, outlines, storyboards, and action items to meet submission deadlines.
    • Writes technical approach sections within the guidelines of RFPs, ensuring all proposal outline sections align with contracting compliance requirements and client expectations.
  • Technical Content Development
    • Contributes ideas and content for flow charts, diagrams and other visuals that aids in explaining technical and complex topics in a clear manner. Works with others to ensure that visuals align with the proposal content.
    • Engages in proposal review calls offering technical support to write, compile, validate or review compliance-related content and other proposal information.
  • Technical Quality Control
    • Conducts quality assurance and quality control on technical content as requested on proposal narratives, resumes, and technical volumes.
    • Supports the technical review process of disaster-related proposals to ensure compliance with federal (e.g., FAR, DFARS), state, or local regulations and solicitation requirements.
    • Revises technical content based on proposal amendments and modifications, providing updates in a timely manner.

Required Qualifications:

  • Bachelor's degree required, Master's degree preferred in a field of study that correlates to the technical expertise required.
  • 15+ years of experience in technical roles within disaster recovery programs providing operational support, oversight on programs and technical expertise to others in a team oriented environment.
  • Expertise in compliance for large (>$10M) contracts across federal, state, or local levels.
  • Strong knowledge of federal acquisition regulations (e.g., FAR, DFARS), state emergency management guidelines, and local procurement processes.
  • Understanding of federal and state funding sources, including federal grants (e.g., CDBG-DR), state recovery programs, and local initiatives.
  • Exceptional organizational skills with proven ability to manage multiple competing priorities under tight deadlines.
  • Superior communication and teamwork skills, with experience advising senior staff on compliance and technical strategies.
  • Expert proficiency in MS Office Suite.
  • Availability for occasional evening/weekend work to meet deadlines, as required for seasonal, part-time work.

Skills/Knowledge/Ability

  • Exceptional organizational and communication skills, with the ability to engage senior personnel and diverse government clients.
  • Extensive understanding of technical compliance in federal, state or local government contracts and ability to quickly identify and mitigate any potential deficiencies impacting compliance.
