ABOUT THE ROLE
We are seeking a senior commercial-technical leader to own Skylo's IPX, hubbing, and clearing-partner ecosystem. You will be accountable for the contracts, operating cadence, service performance, escalation paths, and redundancy strategy that determine how quickly new roaming partners reach production.
KEY RESPONSIBILITIES
Partner & Vendor Management
  • Lifecycle Ownership: Manage and develop relationships with international roaming partner operators, owning the full lifecycle of the agreements.
  • Connectivity Providers: Manage the relationship with international connectivity and signalling providers (IPX/GRX carriers, roaming hubs, SS7/Diameter signalling providers), including selection, contracting, and SLA monitoring.
  • Clearing Houses: Manage the relationship with data and financial clearing houses and hub providers, monitoring billing, disputes, and reconciliations.

Technical Coordination & Operations
  • Testing & Implementation: Coordinate the opening of new roaming relationships and testing.
  • Data Exchange: Oversee the exchange of files and documentation between operators: TAP/RAP (Transferred/Returned Account Procedure), NRTRDE (Near Real Time Roaming Data Exchange), RAEX (IR.21, IR.85, IOT), and the related clearing and reconciliation processes.

Strategy, Commercials & Compliance
  • Contract Negotiation: Negotiate, draft, and maintain agreements, and manage the related signing and update process.
  • Business Analytics: Analyse roaming performance (traffic, quality, revenue, cost, margin) and define optimisation strategies for tariffs, steering of roaming, and fraud management.
  • Regulatory Compliance: Ensure compliance with applicable regulations and standards (e.g., GSMA, EU roaming regulation "Roam Like At Home", and any local regulation), overseeing regulatory impacts on the business.
  • Cross-Functional Leadership: Interface with internal functions (Network, IT/BSS, Finance, Legal, Wholesale, Marketing) to ensure delivery and evolution of the service.

REQUIRED SKILLS & QUALIFICATIONS
Professional Experience
  • Industry Tenure: 10+ years of experience in a roaming / wholesale roaming role within a mobile operator (or at a hub/IPX provider), with proven direct management of relationships with international operators and carriers.
  • Interconnect Expertise: 10+ years of experience in carrier interconnect, wholesale roaming, IPX/GRX, telecom vendor management, or a closely related field.
  • Leadership Depth: Senior-level ownership of strategic suppliers and complex partner relationships.

Telecom & Standards Knowledge
  • Roaming Business: In-depth knowledge of the international roaming business: commercial models, value chain, tariff mechanisms (IOT, wholesale), steering, settlement, and clearing.
  • GSMA Standards: Thorough knowledge of GSMA standards and procedures: RAEX/IR.21, AA.12, TAP/RAP, NRTRDE, BCE, IREG, and TADIG processes and workflows.

Technical & Systems Depth
  • Network Architecture: Solid understanding of the Network and IT aspects supporting roaming: 2G/3G/4G/5G architectures and network elements involved (HLR/HSS, UDM, MSC, SGSN/GGSN, MME, S/PGW, UPF, SMF, DRA, STP).
  • Signaling & Routing: Working depth in SS7/MAP and Diameter signalling, GT/point-code and realm routing, DEA/STP, DNS, and IPX interconnect operations.
  • Advanced Roaming: Strong knowledge of SMS interworking, VoLTE roaming (S8HR/LBO), and 5G roaming (SEPP).
  • BSS/OSS Infrastructure: Knowledge of the supporting BSS/OSS systems (mediation, rating/charging, wholesale billing, clearing systems, TAP processing, fraud management, steering systems).

Core Competencies & Logistics
  • Business Acumen: Demonstrated success negotiating complex telecom agreements, pricing models, service levels, credits, and executive escalations.
  • Problem Solving: Ability to turn ambiguous cross-functional issues into structured governance and measurable outcomes, with strong analytical and coordination skills.
  • Communication: Fluent English (written and spoken) is mandatory.
  • Travel: Availability for international travel and participation in industry events/working groups (e.g., GSMA, bilateral partner meetings).

PREFERRED QUALIFICATIONS
  • Advanced Networking: Experience with NTN (Non-Terrestrial Networks), NB-IoT, IoT roaming, or rapidly scaling multi-MNO networks.
  • Visibility Tools: Familiarity with GSMA processes and signaling or network-visibility platforms.
  • Tooling: Experience with Jira, Confluence, Slack, partner portals, and operational scorecards.

The estimated base salary range for this role is $130,000 - $140,000. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant training.
In addition to base salary, Skylo offers a competitive benefits package including health insurance, retirement plans, paid time off, and equity options.
